In summer 2011, Patrick joined Atlanta BeltLine, Inc. to help the City of Atlanta realize its potential for urban transformation via the Atlanta BeltLine and extensions of the Atlanta Streetcar. The Atlanta Beltline is the most comprehensive redevelopment and mobility effort undertaken in the City of Atlanta and one of the most comprehensive strategic planning and implementation efforts in the US. Over a 20-30 year planning horizon, the project will transform the City, implementing the vision of transit, trails, urban mixed-use redevelopment and parks connecting 45 close-in neighborhoods surrounding the central city.As Senior Project Manager for Transit and Transportation, he managed the Atlanta BeltLine/Atlanta Streetcar System Plan (SSP), a comprehensive transit phasing and implementation plan coordinating the near-term transit investments and long-range community development objectives for the City of Atlanta, Invest Atlanta, and Atlanta BeltLine, Inc. Building from the SSP, Patrick was instrumental in initiating the Atlanta BeltLine East and Atlanta Streetcar Extensions Environmental Assessments. This 18-24 month study will advance Atlanta Streetcar Expansion Strategy Phase 1 transit priorities to define the expansion project(s) for the Atlanta Downtown Streetcar project, currently under construction and scheduled to begin revenue service in Fall 2014.Patrick was also involved with many other facets of the Atlanta BeltLine project, such as corridor design, community engagement, transit program management, transit operations planning, proactive rezoning and land use strategies, project delivery and financing, collaborating with private sector development projects adjacent to the Atlanta BeltLine corridor, and coordination with local and regional partners such as the City of Atlanta, MARTA, and Atlanta Regional Commission.

Patrick was a Senior Transit Planner for the Portland Bureau of Transportation in Portland, OR where he led and managed the 2+ year effort to create the Portland Streetcar System Concept Plan, the city’s blueprint for modern streetcar expansion. Patrick was also involved in numerous other PBOT, TriMet and Metro transportation and land use projects and initiatives. Patrick helped to build the Portland office of PB PlaceMaking into a nationwide and international land use and transportation planning practice for Parsons Brinckerhoff. From 2000 through 2006, he was a Senior Urban Designer and Project Manager planning for transit infrastructure and transit-oriented development, developing form-based zoning codes, and helping communities to leverage major infrastructure investments to achieve community development objectives in major cities across the US, China and Dubai.
