I am the Interim Department Head, Distinguished Professor of Education Policy and 21st Century Endowed Chair in School Choice in the Department of Education Reform at the University of Arkansas College of Education and Health Professions. Previously I worked as a lobbyist for people with hearing impairments, a janitorial assistant, a state government administrator, and a pizza deliverer – though not necessarily in that order. As principal investigator of the School Choice Demonstration Project he led the impact evaluation of the DC Opportunity Scholarship Program through a contract with the U.S. Department of Education and oversaw a national research team conducting an independent longitudinal multi-method evaluation of the Milwaukee Parental Choice Program. My research has been supported by 42 research contracts and grants totaling over $23 million. I have authored, co-authored, or co-edited five books and over 200 journal articles, book chapters, book reviews, and policy reports on school choice, civic values, special education, public management, and campaign finance. My research has been discussed or quoted in major media venues including National Public Radio, The News Hour with Jim Lehrer, ABC World News Tonight with Peter Jennings, the CNN Morning Show with Paula Zahn, MSNBC, The New Republic, US News and World Report, The Economist, The New York Times Review of Books, The Washington Post, The Chicago Tribune, The New York Times, USA Today, The Wall Street Journal, and Education Week. I have won both national and college-based research awards.
