Expand the value proposition for both non-profit patient advocacy organizations and for-profit bio- pharmaceutical companies to be members of NORD or its Corporate Council. Facilitate improved relations with industry to further collaboration and expand fundraising base. Seek out new corporate partners to diversify support. As a leadership team member, provide strategic input on illustrating the value proposition for all partners – corporate, non-profit members, sponsors, and supporters.- Launched NORD EmpowerHealth – a program that will increase the literacy of NORD member organizations regarding health care coverag and insurance access. This program will allow NORD member organizations to better advocate for their constituents and interact with policymakers. Over $350,000 has been raised in 2024 from corporate sponsors.- Reorganized the NORD Corporate Council to focus on specific issues within the two existing working groups: Patient Advocacy & Engagement and Policy. o Patient Advocacy & Engagement Working Group focused on developing guidelines for biopharmaceutical companies to engage with patient advocacy organizations on specific issues (preclinical/clinical stage engagement, prelaunch/postlaunch engagement and regulator/policymaker engagement). o Created Public Policy newsletter so that Working Group meetings can focus on a specific issue.- Established a Regulatory Affairs Working Group for the NORD Corporate Council where dialogue can occur with the FDAon a specific regulatory topic.- Develop and host the CEO Perspectives session at the annual NORD Rare Diseases and Orphan Products Breakthrough Summit. This session allows invited CEOs to engage directly with the audience.

Construct government affairs strategies and public policy initiatives in the United States and Canada to achieve improved business outcomes. Lead a team of five in developing relationships with policymakers, patient groups, trade associations, and like-minded organizations to maximize success. Manage the $2M annual budget and the charitable contribution budget of $600K for advocacy-related activities.- Achieved exclusion of plasma therapies in the Medicare direct drug pricing negotiation section of the Inflation Reduction Act of 2022, protecting $300M in annual revenue. Similar exclusion also obtained from Trump Administration Most Favored Nation Drug Pricing rule.- Persuaded Congress to establish a permanent Medicare administration code for CSL Behring’s subcutaneous immune globulin product, bringing in $200M+ annually through Medicare Part B utilization.- Devised a pilot nursing program implemented by the province of Ontario’s Ministry of Health where nursing services specific to the administration of subcutaneous immune globulin are reimbursed. The projected results were $10-15M of increased revenue for CSL Behring’s brand.- Drove CSL Behring efforts within larger U.S.-based international corporate effort that excluded cost of goods from the Base Erosion and Anti-Abuse Tax (BEAT) of the Tax Cut and Jobs Act of 2017. The cost of goods exclusion from BEAT resulted in annual tax benefits of ~$40M - $100M annually.

Promoted to expand and diversify the U.S. government affairs function. Created specific government recognition of plasma-derived therapies as unique and different from pharmaceuticals to optimize usage and drive revenue. Implemented tools to facilitate improved collaboration with advocacy partners.- Developed strategy to establish a lower Medicaid rebate percentage for blood clotting factors within the Affordable Care Act, with the financial benefit from the lower rate exceeding $15M annually.- Liaison to commercial business and product launch teams. Lead the patient engagement efforts that directly resulted in the FDA Blood Products Advisory Committee approval of CSL Behring’s product for congenital fibrinogen deficiency. One identified patient became the spokesperson for the product which generates ~$20M annually.- Established separate federal and state government affairs functions and hired personnel to fill these functions. Also initiated hiring of contract counsel to support legislative efforts.

Created external affairs function to further engage with stakeholders and establish trusted collaborative partnerships allowing for amplification of messaging.- Founded the Local Empowerment for Advocacy Development (LEAD) Program to collaborate with local patient organizations and provide advocacy funding for specific policy initiatives and advocacy development; the program has awarded $1.5M+ in grants since 2006.- Instituted the CSL Employees Political Action Committee which contributes ~$100K per election cycle.

Built the U.S. Government Affairs department from the ground up, defining strategy, implementing policies and procedures, and training team members.- Executed strategy to secure provisions within the Medicare Modernization Act and ensuing regulations to exclude plasma-derived therapies from the Part B Competitive Acquisition Program, resulting in projected savings of ~$250M annually.- Spearheaded the effort to establish a favorable reimbursement rate within California Medicaid of Average Sales Price plus 20% for all plasma therapies, increasing sales by $50M over ten years.

Developed NHF’s advocacy program and was responsible for all government affairs activity.- Designed the grassroots strategy and played a critical role in the congressional passing and funding of the $750M Ricky Ray Hemophilia Relief Trust Fund.- Leader in the creation of the Patient Notification System, a multi-million dollar program that informs registered members of product recalls and withdrawals for therapies. - Drafted over 200 NHF medical advisories, published to inform constituencies of product supply, recalls, withdrawals and specific health concerns.
