As Director of Park Planning and Special Studies, I am responsible for providing leadership in the Service’s planning programs and processes and am primarily and directly responsible for the General Management Planning program, Foundation Document production and new planning products, a $7 million program. This office provides policy guidance for the National Park Service’s entire planning framework that encompasses strategic planning, and a variety of topical plans that address natural and cultural resource management, commercial services, wilderness management, interpretation, transportation, and visitor capacity. The office also oversees development of policy and guidelines for program formulation and execution by parks, regional offices, and the Denver Service Center, and is responsible for studies authorized by Congress to study new potential units as well as under the Wild and Scenic Rivers Act and the National Trail System Act.

Directed and coordinated planning for all parks in the National Capital Region. Plan types included General Management Plans (GMP), Implementation Plans, Special Resource Studies and Feasibility Studies. Represented the NPS on cross-agency planning projects with the District of Columbia, the State of Maryland, and local governments in the Commonwealth of VirginiaManaged contracts and contractor personnel for out-sourced planning projectsDirected all Geographic Information Systems (GIS) program activities, including policy development and management of a $60K budgetProvided direction to division managers and superintendents regarding planning policy, procedures, budgeting, schedules and procedures. Critical areas include NEPA compliance, transportation, commercial services, resource management, web development and public involvement.Represented the National Capital Region on national, regional and local task forces related to planning and GIS programs. Participate on servicewide and departmental teams developing policies and guidelines. Teams include the Information Management Council, Web Management Council and Regional Environmental Compliance Council Coordinated, organized and delivered training for planning, website development, and environmental compliance

Co-authored the 1984 book "Plants Endangered, What do we know?". Responsible for the chapters on South America, Central America, Mexico and the United States. This book was published by IUCN and was presented to all the presidents of the World.

Produced a Master Plan for Ybycui National Park in Paraguay. Designed picnic areas, interpretive trails, parking areas and campgrounds. Held numerous workshops on park management activities, including ranger skills, interpretive signage and published articles on inholdings.
