I lead efforts to develop and implement national, state and local resilience strategies for natural disasters across North America and the Caribbean. This work has included:Lead subject matter expert in the development and deployment of IBTS’ Community Resilience Assessment Framework and Tools (CRAFT), a robust disaster vulnerability assessment and planning tool for local governments.Project Manager for World Bank-funded disaster risk reduction and capacity building initiatives in St. Vincent and the Grenadines, Dominica, and the broader Caribbean.Team leader for FEMA-funded municipal assessments in Puerto Rico following Hurricane Maria.Advisory Panel Chair and Project Manager for a Kresge Foundation grant to advance social equity in local government disaster and climate resilience programs.Leader of IBTS’ international strategy.Frequent trainer, presenter, and panelist on disaster management and climate resilience.Liaison to IBTS’ Board of Directors, represented by the National Governors Association, the National League of Cities, the International City/County Management Association, the Council of State Governments, and the National Association of Counties.

Designed and implemented a health services program in rural southeast Haiti, including a permanent primary care clinic, obstetrics, light surgery, and mobile clinics servicing a regional population of 30,000.

Served as interim advisor for Foreign Humanitarian Assistance and Essential Services (FHA/ES), providing research, analysis and recommendations to effectively leverage FHA/ES for the prevention, stabilization, and recovery of armed conflict in fragile and failing states.

Developed a framework for evaluating formal and informal governance mechanisms in African megacities, providing considerations and recommendations for stability operations in complex urban environments.

Designed, implemented, and managed public-private partnerships addressing public finance and administration with local government agencies across the U.S.

Managed an international development program as the in-county Director, overseeing two K-8 schools, two primary health care clinics, and numerous community development programs, reaching a regional population of over 35,000 in rural southwest Dominican Republic. Supervised and led a team of 105 international and domestic staff.
