Patrick founded and headed DFS's Office of Financial Innovation, which oversees policy and examinations of New York’s licensed and chartered financial institutions pursuant to the Department's cybersecurity and virtual currency regulations, including crypto-currency and Blockchain innovations.

Patrick's practice focused in the areas of data protection (particularly European including GDPR), cybersecurity, e-discovery/digital investigations, information governance, digital currency, blockchain and election law, as well as commercial litigation. He worked primarily with two multi-national corporations in the manufacturing and health advertising industries, on data protection under EU, German, Chinese, Canadian and US law.He brought more than a decade of hands-on experience in the data field as in-house and outside counsel, subject matter expert, thought-leader and academic.
