Patrick Scully brings over thirty-five years’ experience in helping to bring “small-d” democratic principles to nonpartisan problem solving at all levels of governance. His unique skill set as both a researcher and practitioner of participatory democracy informs his work in strengthening communication, mutual understanding, and problem solving between public institutions and the communities they serve. In 2009, Pat founded Clearview Consulting, a firm that conducts public policy research and analysis, designs public engagement, develops and evaluates programs, and provides leadership and management support. Most recently, Pat was Managing Director of Participedia, a global network and crowdsourcing platform for researchers and practitioners of democratic innovations.Before forming Clearview Consulting, Pat was Executive Vice President of The Paul J. Aicher Foundation where he served as deputy director of its flagship program, Everyday Democracy. Earlier in his career Pat served as a program officer and director of research at the Kettering Foundation, and as project manager at The Harwood Group, a nonpartisan public-issues research firm.

    The Participedia Project responds to a transformation of democratic governance that involves hundreds of thousands of new channels of citizen involvement in government, often outside of the more visible politics of electoral representation, and occurring in most countries in the world. These participatory processes vary widely in form, including citizens’ advisory panels, participatory budgeting, and innovative applications of new social media. Given this rapid and extensive development, we need to know what kinds of processes exist, and we need to know what kinds work best for specific problems and issues, for specific goals, under specific circumstances.The Participedia Project meets this challenge by combining an extensive global partnership with new information technologies to create the information base necessary for high quality research and evidence-based practice. At its heart is an innovative research platform (www.participedia.net) that enables decentralized, collaborative creation and mobilization of knowledge in ways that will exceed the capacities of a more traditionally-organized research team.Participedia’s founders Archon Fung (Harvard University) and Mark E. Warren (University of British Columbia, Vancouver) asked Patrick Scully to provide advice on program development and fundraising. Pat played a leading role in writing a grant proposal that resulted in the award of a $200,000 Partnership Development Grant from the Social Science and Humanities Council of Canada for further development of Participedia.
