The Participedia Project responds to a transformation of democratic governance that involves hundreds of thousands of new channels of citizen involvement in government, often outside of the more visible politics of electoral representation, and occurring in most countries in the world. These participatory processes vary widely in form, including citizens’ advisory panels, participatory budgeting, and innovative applications of new social media. Given this rapid and extensive development, we need to know what kinds of processes exist, and we need to know what kinds work best for specific problems and issues, for specific goals, under specific circumstances.The Participedia Project meets this challenge by combining an extensive global partnership with new information technologies to create the information base necessary for high quality research and evidence-based practice. At its heart is an innovative research platform (www.participedia.net) that enables decentralized, collaborative creation and mobilization of knowledge in ways that will exceed the capacities of a more traditionally-organized research team.Participedia’s founders Archon Fung (Harvard University) and Mark E. Warren (University of British Columbia, Vancouver) asked Patrick Scully to provide advice on program development and fundraising. Pat played a leading role in writing a grant proposal that resulted in the award of a $200,000 Partnership Development Grant from the Social Science and Humanities Council of Canada for further development of Participedia.

Patrick L. Scully served as interim director at the Campaign for Stronger Democracy from May 2011 through January 2012. The Campaign is a new coalition that aspires to foster greater communication and collaboration among democracy reform advocates, and create a stronger, healthier democracy in which everyone has a meaningful voice. While serving as its director, Pat worked closely with the Campaign’s organizing committee to advance the Campaign for Stronger Democracy’s programmatic objectives, recruit a permanent staff, and raise additional funds.

Private operating foundation best known for its flagship program, Everyday Democracy. As executive vice president of The Paul J. Aicher Foundation and deputy director of Everyday Democracy, Pat worked closely with the founder, president, and board on all facets of strategic planning, program development, and organizational development. Pat also oversaw finance and operations.

Directed projects for a public issues research firm, which involved working with a diverse group of clients whose interests ranged from grantmaking strategies for philanthropic institutions to political reform and health care policy. Created survey instruments and interview guides; conducted interviews and focus groups; analyzed research findings; wrote reports and articles. Assisted in business development, staff hiring, communications and marketing strategies, and research oversight.

Initiated and developed the Deliberative Democracy Network of Central and Eastern Europe, a program designed to introduce civic associations and educators in Hungary, Poland, Romania, and Russia to participatory forms of community building, public dialogue, and citizenship education. Assisted in management, curriculum development, training, research and writing for the Center’s other programs.

As Research Director (1985-90), initiated and directed a comprehensive research program to support the Foundation’s activities. Primary responsibilities included: identifying ideas, individuals, and institutions important to the Foundation’s work; interpreting research results and communicating them to key audiences; writing and editing publications; hiring and supervising all research staff.As a Program Officer (1990-94), directed a variety of both domestic and international programs. Main program responsibilities included: (1) community outreach, curriculum development, and teaching for public policy institutes in which domestic and international organizations received training in deliberative forms of community politics and problem solving; and (2) design and management of the International Civil Society Exchange, a series of multi-national seminars and exchanges among political theorists, civic educators, and grass-roots activists, with particular emphasis on the role of civil society and the non-profit sector in democratic politics.
