My approach is to provide legal advice that helps public agencies achieve their policy and business objectives by figuring out a way to say "yes" instead of being a "roadblock." I understand my clients' businesses and their goals so that I can provide sound practical legal guidance. My legal practice involves representing local government agencies, as both general counsel and special counsel. I currently serve as General Counsel to several county water districts, including the Alameda County Water District, Coastside County Water District, and North Coast County Water District. I handle or oversee almost all legal matters that arise for these agencies. For example, I provide guidance on open meeting laws, transparency, conflict of interest, and government ethics. I advise on rate and rate setting issues, including compliance with Proposition 218, Proposition 26, and the Mitigation Fee Act. I assist in matters regarding water supply, such as water supply assessments, subdivision agreements, and water service extensions.

  I am a partner in the Government Section of Hanson Bridgett LLP, a 180 attorney firm headquartered in San Francisco. I have spent my entire legal career at Hanson Bridgett providing legal service to local government agencies. Serving as General Counsel to government agencies, I handle or oversee almost all legal matters that arise for these agencies. For example, I attend Board meetings, draft ordinances and regulations, review and prepare contracts, and assist with the acquisition of property. I provide advice on a wide range of topics, such as open meetings and transparency, rate setting, water recycling and conservation, public work projects, and the procurement of materials and services.I currently serve on the Association of California Water Agencies Legal Affairs Committee.I previously served in two firm leadership positions at Hanson Bridgett -- as the Chair of our Recruiting Committee from 2000-2006, and as Chair of our Government Section from 2015-2020.
