Achieved recognition as the #1 of 6 aircraft carriers and the #1 Air Department in the Pacific Fleet in 2022 by driving significant cultural change while leading a department of 730 Sailors—the largest on the ship and 25% of the entire crew. Realized a 30% year-over-year improvement in operational efficiency while overseeing over 16,000 safe fixed-wing and helicopter flights onboard the USS Ronald Reagan. Reduced departmental safety mishaps by 66% by creating and mentoring a new departmental safety director role.

Provided the essential link between the United States and French Navies, ensuring improved bi-lateral cooperation and interoperability. Built the Strategic Interoperability Framework between U.S. and French navies to improve maritime security cooperation; operated across inter-organizational silos to build internal support while championing engagement with the French Navy; resulted in significant changes to organizational mindset, structure, and resource allocation.Directed the planning and execution of 48 successful engagements between U.S. and French senior executives, driving the agendas and talking points of the world’s leading navies.

Managed daily execution of over 400 enterprise-wide activities for an organization of 750 personnel, ensuring 100% on-time completion of critical Alliance initiatives. Spearheaded nine successful senior leadership visits with visiting NATO dignitaries, leading to a major restructuring of NATO capability development processes.

Led a multi-national team of six scientists to develop cyber education solutions for the 15,000 permanent members of the NATO Command Structure. Produced NATO’s first-ever Cyber Domain Roadmap and Cyber Defense Taxonomy by leading planning workshops with experts across NATO. Led a multinational Command and Control workshop during seven NATO technology “sprint” conferences; primary presenter and moderator in front of hundreds of multinational colleagues. Briefed the Deputy Secretary General of NATO and 29 NATO national representatives on the critical nature of timely cyber information sharing, contributing to the creation of NATO’s first-ever Cyber Operations Center. Led the NATO Mission Thread Implementation Group in the implementation of a critical business process modeling tool in NATO.

Over the course of a two and a half year tour, led the four departments of a U.S. Navy F/A-18C squadron - Administration, Safety, Maintenance, and Operations - through two combat deployments and multiple squadron detachments. Led an aircraft maintenance department of 100+ employees responsible for over $300M in total assets, resulting in a 100% combat sortie completion rate and recognition as the best fighter squadron on the East Coast in 2013.

Served as a tactical aviator in an active duty French naval squadrons (Flottilles 11F et 17F), thereby maintaining a valuable diplomatic link with a U.S. NATO ally. Participated in and supported combat operations in Afghanistan and Libya from the French aircraft carrier Charles de Gaulle (R91). Winged and exceptionally decorated by the French government—the only American to receive these honors.
