* Serve as Emergency Management Director for Otter Tail County, 62 townships & 12 city governments.* Administer and provide daily management of County Emergency Management programs:- Lead the development, implementation, & evaluation of the County Emergency Operations Plan and Continuity of Operations Plan; collaborate with County departments and partners to development function-specific supporting annexes and procedures.- Coordinate with cities, emergency response agencies, and partners to develop community-wide, organizational, and event/incident-specific emergency operations plans and procedures.- Maintain a countywide hazard mitigation strategy through ongoing implementation of the Multi-Hazard Mitigation Plan.- Acquire county emergency management resources and ensure their continuous operational readiness; develop agreements and protocols for the acquisition of external resources.- Identify needs and provide training & exercise opportunities for county employees, city/township officials, public safety agencies, & community partners.- Develop education programs for county employees, public safety agencies, healthcare, schools, utilities, private businesses, community organizations and other partners.* Continuous Improvement Coordinator- Partner with county departments & programs to identify opportunities to incorporate improvements in program management and service delivery.- Facilitate cross-functional teams in the development and implementation of appropriate, effective, & sustainable solutions.- Provide leadership, mentoring & training to all levels and functions on the use and practice of continuous improvement methodologies and tools.- Develop and mentor other facilitators; partner with outside entities.
