●Responsible for effectively managing the billing duties of the complex and multi-faceted property tax program, the Montgomery County's Government single largest source of operating revenue, the real and personal property tax and provide research and reporting on tax data using the MUNIS system. ●Responsible in interpreting State, County and Municipal Codes that impact the billing and collection of tax revenue as well as applying knowledge of the State assessment process related to property tax billing.●Effectively work with professional and para-professional staff; maintaining the integrity of financial systems and records, the timely preparation of billings, financial reporting for the distribution of tax revenue to various funds and municipalities, and complex tax problems resolution.●Provide data and assistance to supplementary programs such as Payments in Lieu of Taxes (PILOT), tax credits, the annual tax lien sale, and the mass payments program. ●Recommends and implements new financial systems and related business processes, act as the backup for the Financial Programs Manager for data analysis and reporting on property and other taxes.●Working independently is a must, with a positive perspective, strong initiative and self-motivation, and strong communication skills. •Process the biweekly payroll for 10,000 employees using the county’s automated timekeeping systems, the Kronos and the Oracle payroll systems.•Data-entry, data analysis and payroll calculations according to the established federal, state and county laws, the personnel regulations, and negotiated union agreements with all salary and benefit structures. •Interface and Reconciliation of all Fidelity retirement accounts, Outside Agencies, and Maryland State funding through the various website applications. Process the Costing for the retirement group in order for the general ledger accounts to be balanced monthly. •Responsible for the reconciliation and funding of the federal and state taxes for the biweekly and the monthly payroll through various state and federal websites.•Child-support data-entry for about 800 employees and to assure the proper Federal regulations and guidelines are in place. Coordinate and reconcile the payments, voids, and reissues for all child support, levies, and garnishments through Accounts Payable.•Calculate biweekly pay and track benefits for all employees in Military Leave, currently in Military deployment or in Military training by using the Excel and the Kronos System.
