Medical assessments related to sub-standard risk insureds and related small and medium size groups. Group and individual determinations to cede to the state reinsurance pool based on claims risk and premium ratios. Established calculation methodologies applied for carrier claims monetary risk values vs reinsurance carrier premiums and claims benefits. Created all policy and procedure processes and workflow related to the above mentioned. Monitored all new groups and insureds for eligibility, case management, catastrophic claims experience, pre-determinations for potential sub-standard risks while all were deadline driven. Provided the same for current Claims Department for possible misrepresentations and estoppel.As a newly developed department resulting from the Kennedy-Kassebaum HB, was also tasked with creating the Access reporting and database system and working with IT for all cross functional systems. Made all decisions related to the reinsurance process with a 4-person staff covering approximately 20 underwriters and all appeals from claims. Provided expertise and training for all underwriters, claims and other internal/external persons. Approved all marketing content related to same. As a department team effort, $10,000,000.in claim reimbursed revenue on reinsured claimants ceded to the reinsurance pool in a 4-year period. Served on 2 task-force teams; reinsurance and compliance with large scale quantifiable savings. Participated with HR task program consulting as role model for new hires.
