Provided recommendations, constitutional and legal analysis, guidance and written report on democratic governance, legal reform, access to justice, civil society strengthening, national capacity development, economic growth, private sector development and reintegration of IDPs and returnees for USAID’s Iraq Strategic Country Plan. Initiated and conducted nearly 100 interviews throughout Iraq evaluating best practices for increasing gender in Mission program’s design and implementation, meeting with National and Kurdish Parliamentarians, Provincial Reconstruction Teams (PRTs), US Dept of State and Defense, Ministry officials, judges, lawyers, local NGO leaders, civil society members, United Nations Representatives in Jordan, and international country donors. Designed focus groups conducted in all 18 provinces in Iraq identifying key issues/constraints, training needs, and clarifying topics for further analysis to provide recommendations for USAID Action Plan for gender integration in all programs and preventing sexual and gender based violence, honor killing and genital mutilation.Reviewed Iraqi Constitution, laws and legislation & made recommendations for substantive change and methodologies for democracy development, legal/judicial reform, access to justice, political transformation & gender integration within highly conflicted and transitioning environment.

Directed and managed project on gender, human rights, access to justice, legislative drafting, mobilization and advancing protections to gender status and violence and provided briefings to non-technical staff, stakeholders, and country counterparts. Designed and facilitated curriculum for Iraqi NGO leaders for US State Department’s Iraqi Businesswomen and Entrepreneurs Training. Successfully negotiated free computers and software from Microsoft’s Middle East/Africa Regional Office for 120 Iraqi NGOs. Managed grants and implemented rapid response and political transition programs for indigenous organizations. Provided technical expertise and training to civil society, NGOs, senior government officials, women’s groups, local/national parliament members, journalists, lawyers and media owners.Coordinated nationwide conferences and conducted public information campaigns and aligned with global humanitarian assistance groups in East Timor, urgently addressing and funding the reconstruction after immense destruction and physical devastation, unemployment and psychological needs of citizens. Supported local efforts to mitigate and manage ethnic and religious conflict through training, innovative communications and confidence building measures. Solicited newly independent organizations and media outlets in East Timor and ongoing legal reform of media and broadcast laws.Drafted USAID long-term country strategies, training materials and impact assessments and conducted training on capacity building, organizational management, advocacy and communications outreach.
