Started in 1997, the company promotes and administers the European Computer Driving Licence scheme, and has become the most successful ECDL operation in the world. The Irish Council for Science, Technology & Innovation was established by the Irish Government to advise it on all aspects relating to the strategic direction of science, technology and innovation (STI) policy. It carried out a major Technology Foresight exercise that resulted in a major overhaul of Irish public science funding and the creation of Science Foundation Ireland. Generics was a high-technology spin-out from Trinity College Dublin, specialising in complex software applications using the Ada programming language, and in computer-aided software engineering tools.

The NBST was established by Government in 1977 as a state-sponsored agency to undertake a wide range of planning, promotional, advisory, and review activities. In 1981 the NBST conducted a major study 'Microelectronics: The Implications for Ireland'. The objective was to examine IT and its applications across all sectors of the economy, to assess employment opportunities and potential impact on existing industry, and to report conclusions and recommendations. Paul was one of the three-person team responsible for this project.
