Manager, Strategic Operations Security (L-Band / GS-16), Air Traffic Organization (ATO) System Operations Security, Washington, D.C. October 2007 – December 2015. Led the development and implementation of ATO’s national crisis response and emergency operations programs, including interagency cooperation to develop Government-wide aviation security policies and strategic plans. Responsible for the development of ATM security protocols supporting the FAA’s national defense, homeland security, law enforcement, and disaster response missions. Managed diverse personnel, budgetary, and strategic planning activities for the directorate.Developed the concept and vision of establishing new ICAO guidance and procedures to address global air traffic management security and civil military coordination protocols, which led to the development and international acceptance of two new ICAO documents: Air Traffic Management Security document and the Circular 330-AN/189, Civil/Military Cooperation in Air Traffic Management.Created and implemented FAA guidance material to support standard Global Positioning Satellite testing within the National Airspace System.Led the FAA team deployed to Haiti to support the earthquake relief activities immediately after the January 2010 event. Led the restoration of air traffic management capabilities in Port-au-Prince, working closely with the Haitian CAA and the U.S. military.

Senior FAA Representative to the Middle East, (GS-15), Abu Dhabi, United Arab Emirates (UAE). November 2005 – November 2006. Served as the first in-region FAA Representative to the Middle East. Coordinated and managed aviation-related activities with other U.S. Government agencies, international CAAs and organizations. Promoted international aviation safety, security and efficiency, civil-military coordination and cooperation, and solicited support for U.S. standards, policies, and procedures.Established, developed, and managed the new FAA Middle East office within the U.S. Embassy in Abu Dhabi, as well as established and expanded U.S. aviation relationships with Middle East CAAs, military authorities, airlines and associations.Assisted and facilitated the initial FAA International Aviation Safety Assessment and the Transportation Security Administrations Airport and Airline Security Assessment for Qatar Airlines and Etihad Airlines (UAE based airline). These assessments enabled these airlines to initiate flight operations to the U.S.Developed, coordinated, established, and the facilitated a quarterly UAE civil-military cooperation and coordination meeting to enable dialog and discussion of issues between UAE civil authorities and military authorities as well as the U.S. Air Force and Navy.Co-authored, with a senior U.S. DOD representative, a Middle East plan to address civil – military coordination at the ICAO regional level during the 2006 ICAO Middle East Civil Military Coordination Meeting, San’na, Yemen..

International Program Officer (GS-14), Brussels, Belgium. January 2003 – November 2005.Served as the FAA Air Traffic Organization representative to Europe, Africa and the Middle East. Participated and served as the air traffic, air traffic flow management and civil military subject matter representative to various international fora, to include the ICAO European, African and Middle East regional meetings as well as meetings of the European Organization for the Safety of Air Navigation and its various programs, the North Atlantic Treaty Organization, and the European Commission’s aviation program (Single European Skies). Deployed to Iraq as the first FAA Senior Advisor on aviation matters in May 2003, provided technical expertise to the Iraq Ministry of Transportation, the Iraq CAA, and the Coalition Forces on the reconstitution of the Iraqi civil aviation system. This included developing plans to rebuild the Iraqi air traffic control system and improve aviation capacity within the region.

International Program Officer (GS-14), Washington, D.C. September 1997 – January 2003.Served as the senior specialist responsible for facilitating the FAA Air Traffic Services (ATS) infrastructure related engagement with ICAO and cooperation with foreign counterpart civil aviation authorities in the Middle East, Africa, and Eastern Europe, including Russia and the newly independent States plus China and Korea.Accomplishments included leading air traffic services assessments and improvement plans for Afghanistan, Korea, and Africa (Safe Skies for Africa), development of a program for improved airspace access, management and civil/military cooperation for the Republic of Korea, and providing air traffic expertise and leadership for the opening of the Cross-Polar Routes for operators.

Served as a staff specialist responsible for various civil-military coordination and cooperation efforts to include military airspace usage, airspace protection for VIPs, procedural development, and support for other military operations.

Served as a traffic management specialist responsible for managing U.S. air traffic flows throughout the National Airspace System. Developed and wrote the initial standard operating procedure and the training/certification manual for the ATCSCC. Developed and wrote the training program for the Central Altitude Reservation Function. Responsible for coordinating, setting up, and then providing instruction at the National Traffic Management Course (50113) and the Central Altitude Reservation Function Course (50114).

Served as a first line supervisor at Newark Control Tower, responsible for a team of air traffic specialist that provided safe and orderly air traffic services for approximately 1300 operations per day. Responsible for the interfacility and external coordination, team support services, training and administration.

Served as one of the first three Traffic Management Coordinators at Newark Tower. Responsible for managing the air traffic flow into and out of Newark Airport (approximately 1300 daily operations) working with the New York TRACON and center as well as the Air Traffic Control System Command Center. Designed and wrote the initial TMC protocols for Newark.
