Appointed following acquisition of ArmorGroup International by G4S in 2008. Successfully lead integration of ArmorGroup and existing G4S assets in Russia. Closed six companies and rebranded five ArmorGroup companies. No labor, legal or financial difficulties arose during this process. No customer loss or dissatisfaction as a result of the reorganization. Ran both entities including seven ArmorGroup and six G4S companies in parallel until integration process complete. Organized redundancy measures in both organizations. Formulated 2009 budget for both organizations and then affected budget integration. Following reorganization, continued successful operations of seven post integration companies across seven time zones. Increased sales and revenue from Far Eastern operations.

Responsible for successful operation and expansion of business activities of eight operating companies in a region that covers seven time zones and includes Russia, the countries of the Former Soviet Union, and Central Asia. Annual financial performance over plan and under budget. Directed regional structure includes a Moscow based regional headquarters and subordinate offices in St. Petersburg, and Sakhalin Island. Direction of widespread operations providing all aspects of security to blue chip international companies in the European, Siberian and Far Eastern sectors of Russia. Responsible for regional operations, business development, client relations, P&L and budget. Operational resources include over six hundred employees and managers working throughout Russia. Regional activities include security consulting, risk management, investigations/due diligence, training, security auditing, demining and the design, maintenance and installation of integrated life safety and security systems.

Responsible for security at over 96 chemical facilities world wide including manufacturing and blend sites, storage facilities and offices. Conducted Security risk assessments and vulnerability assessments world wide. Wrote and implemented Baker Petrolite security policy, security plan and other company security documents. Responsible for overseeing budget and implementation of large scale physical security upgrade projects at over thirty U.S. Locations and five international sites. Developed a security audit program. Directed Security contracting and managed security contracts. Coordinated corporate compliance with American Chemistry Council security guidelines. Member of corporate crisis management team. Member of the corporate emergency response team. Directly involved in security budget preparation and managed security budgetary expenditures.

Seconded to Black and Veatch Engineering as regional port security plan reviewer for Homeland Security/Coast Guard Project. Provided detailed review and comment on over 120 plans, including Port of Galveston, major elements of Port of Houston, Super Major oil refineries, and offshore production platforms.

Seconded to the Sakhalin Energy Investment Company Consortium Phase II as Project Security Manager for the infrastructure upgrade of Sakhalin roads, ports, rail lines and airports. Responsibility extended to land and environmental survey as well as site preparation for major facilities and pipeline infrastructure construction. Produced all security-related documentation and managed all aspects of security for this phase of the multi-year, multi-billion dollar project. Produced physical security standards and requirements for temporary field sites and construction of permanent installations. Conducted periodic internal and external inspections and audits.

Caspian Pipeline Construction Project. Developed procedures and managed all aspects of security for multi-year project of 1,400 km pipeline installation. Directed seven international security managers in multi-national locations and oversaw contractual compliance of ten security sub-contractors. Responsible for security of more than 200 expatriate managers, engineers, and technical specialists, with oversight responsibility for 6,500 local managers and craftsmen. Developed and managed multi-million dollar security budget. Conducted periodic internal and contractor audits using ISO 9001 standards.Planned and implemented executive protection for resident and visiting Fluor Daniel executives.Established travel management system to ensure communication and security for travelers along pipeline route.Integrated security and quality inspection activities to minimize disruption of productivity.Served as key liaison with police and state security organizations.

Established new and maintained existing security contracts in large geographic region including Kazakhstan, Turkmenistan, Azerbaijan, and Georgia. Managed four multi-national managers, two bookkeepers, and administrative staff in two locations. Served as Army and Defense Attaché in Greece and Ukraine respectively and as a NATO staff officer. Provided strategic analysis and prepared and presented reports to Joint Chiefs of Staff, Secretary of Defense, and Senate and House Intelligence Committees. Acted as Program Manager for joint DIA/FBI project. Served as Assistant Defense Intelligence Officer for Russia/Eurasia.
