About Paul Dodd

I currently work for Scottish Futures Trust who are Scottish Governments infrastructure experts. I am head of two business units which include Infrastructure Technology and Improving Project Delivery. They act as a centre of expertise for the Scottish public sector in the delivery of infrastructure projects and digital transformation of the public sector estate. I am a chartered quantity surveyor by profession with over 20 years’ experience within the industry. I began my career delivering cost management and latterly, project management services across a variety of public and private sector projects within Scotland, London and internationally. My career evolved into programme and change management within the public sector infrastructure delivery. My experience and expertise is innovating and improving efficiencies within the design, procurement and management of infrastructure to improve value for money and whole life outcomes and the role of digital to enable this.

This seeks to improve the application of data management and technology within public sector infrastructure. This role has involved the creation and management of the programme office to develop a BIM Roadmap for Scotland, delivery of training and the creation of a new innovative BIM Guidance Portal and tools for Scotland. All activities are designed to support the public sector procurer in construction adopt BIM and drive change within the Industry to implement new digital ways of working.

Projects, guidance and outputs I have developed include:-- Community Infrastructure Benchmark Database- Whole Life Appraisal Tool for the Built Environment- Community Benefit Toolkit for Construction- Environmental Performance Toolkit for ConstructionThe initiatives all stemmed from the recommendations of the Review of Scottish Public Sector Procurement in Construction which was published in October 2013. The review made a number of recommendations in how Scottish public sector procurement could be improved. The projects listed above were in response to these recommendations and developed on behalf of Scottish Government.
