I am an environmental regulatory compliance and enforcement consultant to academia, government, industry and NGOs. I have over 40 years of compliance and enforcement experience with mobile and stationary sources of air emissions (current and emerging technologies), renewable energy and energy efficiency standards. I assist businesses in developing and implementing compliance strategies and training. Additionally, I assist businesses gain compliance when found in non-compliance by regulatory agencies such as CARB, CEC, USEPA.

My responsibilities included developing, implementing and administering enforcement strategies for all Energy Commission programs including but not limited to: energy efficiency standards for appliances (SB 454 of 2011, title 20) and buildings (title 24), power plant siting and licensing and the Renewables Portfolio Standards program. The California Energy Commission is the state's primary energy policy and planning agency. Established by the Legislature in 1974, seven core responsibilities guide the Energy Commission:1. Forecasting future energy needs;2. Promoting energy efficiency and conservation by setting the state's appliance and building energy efficiency standards;3. Supporting energy research that advances energy science and technology through research, development and demonstration projects;4. Developing renewable energy resources;5. Advancing alternative and renewable transportation fuels and technologies;6. Certifying thermal power plants 50 megawatts and larger;7. Planning for and directing state response to energy emergencies.

Enforced air pollution control laws governing mobile sources of emissions (trucks, buses, cars, marine, construction and off road equipment, lawn and garden equipment, etc.) and the fuels powering these mobile sources (gasoline, diesel, natural gas, etc.). My staff and I investigated, litigated and settled engine emissions non compliance cases, including software non compliance cases, against major engine and vehicle manufacturers and dealers including: Caterpillar, Cummins, Chysler, Dodge, Ford, Detroit Diesel, GM, Mack, Mazda, International/Navistar, John Deere, Subaru, Toyota, Volvo, VW, Yamaha and others. We also enforced regulations governing vehicle and equipment fleets.

Program enforcement including developing and implementing the first generation California Smog Check program (SB 33 of 1982) enforcement protocols (SB 409). Held Smog Check program technician licenses, conducted Smog Check technician training and licensing exams and Smog Check station inspections and covert, undercover enforcement surveillance operations.

Conducted research studies on mobile sources of air pollution and developed control strategies; consultant to government (USEPA, CARB) and industry on air pollution issues.

Environmental (air quality primarily) consulting and advocacy at state and local government levels.

Worked in family's third generation masonry business intermittently during junior and senior high school, college and law school. Learned and performed masonry and other general construction trades and equipment maintenance.
