About Paul E. Jacobs

I'm a passionate and experienced energy and environmental consultant with expertise in mobile sources of air pollution and energy efficiency. I have over 40 years of experience in the energy and environmental protection fields including analysis, compliance, consulting, enforcement, engineering, law, management, policy and science; primarily in air pollution and energy efficiency regulatory enforcement.I have over 30 years of management experience overseeing technical staff developing and enforcing air pollution and energy efficiency regulations. As Acting Enforcement Division Chief in 2001 and 2002, I was tasked with creating the Enforcement Division at the California Air Resources Board (CARB). In 2015, I created the enforcement program at the California Energy Commission and served as the Enforcement Director until retiring into environmental compliance consulting in 2020. I have extensive litigation and legislation experience including serving as an expert witness in court and legislative hearings. Additionally, I served as a technical and policy consultant to various governments including: Australia, Canada, Chile, China, France, Germany, India, Italy, Japan, Malaysia, Mexico, New Zealand, Philippines, South Korea, Sweden, Taiwan, and numerous others. Also, I served as a consultant to USAID Eco-Asia, China MEP, Beijing EPB and numerous NGOs, companies and academic institutions. I consulted in China on numerous occasions including assisting Bejing mitigate air pollution in preparation for the 2008 Olympics.I am a lifetime member of the Air and Waste Management Association (AWMA) and Society of Automotive Engineers (SAE) and recipient of the prestigious SAE Environmental Excellence in Transportation Award along with my team. I am also the recipient of numerous other certificates and awards for technical, legal and policy work in the environmental field. I have published numerous AWMA and SAE technical and policy papers with my colleagues.I currently serve as an SAE college and university member recruiter and mentor plus mentor UC Berkeley students through Cal's Career Center and Alumni Association. I founded the California Council on Diesel Education and Technology (CCDET) in 1991. CCDET provides technical training to diesel engine/equipment mechanics and fleet managers for CARB air emissions compliance. CCDET is comprised of six California Community Colleges, CARB staff and diesel engine and equipment manufacturers and dealers. This program received the prestigious SAE Environmental Excellence in Transportation Award.
