Paul Gebert is a Senior Water Resources Specialist and is currently a Planning Project Manager for water facilities projects. Paul implements scientific, systematic methodologies to enhance water administration and water resource planning capabilities. His approach is a holistic analysis; facilitated by resource-planning models, which encompass environmental, technical, economic, and political concerns. He is Planning Project Manager for technical studies of facilities including the regional water facility master plan, Miramar Pump station, North County ESP pump station. Current working on complex storage and interagency agreements Has worked with community groups and water utilities of various sizes and interests to integrate water utility infrastructure needs with watershed plans and to promote water quality and watershed practices. Involved in development of strategic wholesale water delivery programs such as surface storage operating agreements, conjunctive use and special storage programs. These programs optimized the regional delivery system and storage facilities in cost effective solutions. Instrumental in the development of a statistical probabilistic “water utility network” scenario model. Extensive experience in computer modeling including Monte Carlo simulations. Involved in integrating climate change and climate variability impacts to water utilities modeling efforts and policy positions.Manage a broad range of data collection for water resources analysis and communication of water resource issues. Analyze water demand forecast, water supply development, interregional water transfers and water quality issues; Extensive knowledge of western U.S. water policy issues.Represented the Water Authority on MWD infrastructure planning efforts such as the Integrated Area Study, Skinner area study, pipeline 6 planning.Planning team member for the San Vicente Projects

• Managed large water resources credit programs through integration of detailed reservoir operations plans and schedules. Optimized reservoir operations to control City water supply costs. Set up a process to communicate reservoir operations throughout the various levels of the Water Department structure to achieve greater coordination through better understanding of operational needs and impacts.• Managed state water rights licensing for Sutherland Reservoir in San Diego County. This involved close coordination with State of California, Department of Water Resources and the ability to provide complex plans and reports as requested. Over saw land survey efforts.• Worked with executive level and key staff from other agencies to manage and negotiate water use agreements for water exchanges and cooperative operations. Reviewed and analyzed existing agreements for water supply opportunities. Managed water resources agreements with over 100 years of legal and operational precedence.
