Provided systems engineering and project management for various IT projects, including data center relocations, data center consolidations, and data recovery needs. Performed business development for potential projects and generated Statements of Work and proposals for a diverse set of opportunities. Performed Interviews and then work with consultants and subcontractors to bring them onto projects and proposal efforts.

Provided system requirements and specialty engineering expertise for acquisition and execution support to the Space and Missile Center (SMC)/Global Positioning system (GPS) Directorate’s Modernized User Equipment and Modernized GPS User Equipment programs. As part of that effort, worked on creating specialty engineering requirement documents and reviewing vendor specialty engineering CDRLs as they were delivered to the GPS Directorate. Worked closely with several other DoD agencies on the GPS Directorate effort. Managed the activities of the Enterprise Systems Unit; which is a part of the Command, Control, Communications, Computers, Intelligence, Surveillance, and Recognizance (C4ISR) Department. These activities include program, project, and line management related to many different DoD programs and facilities including RF Communications, Joint Tactical Radio System (JTRS), SPAWAR PEO C4I, SPAWAR Systems Center Pacific, GPS Wing, and North Island Naval Air Station. Managed 14 engineers and analysts who work these efforts, which include proposal and project efforts on several contract vehicles that involve Cost-Plus, Time & Material, and Fixed Price task and purchase orders. Directed all project efforts for the Mentor-Protégé program. Performed business development; capture management; and proposal management, writing, and review. Worked closely with customers on project related issues and with teammates on both vehicle and task order opportunities.Division representative for Quality Management and ISO 9001 related activities, which included preparation for both internal and external quality audits. This responsibility included ensuring all division offices are following ARINC Quality Procedures as well as reviewing customer deliverables. In conjunction with ISO 9001/AS9100 tasking, was a member of the CMMI Engineering Process Group.

Director of the Space Communications and Navigation section, then the C4ISR Department. Led 40 engineers and analysts who worked on engineering services as well as aircraft integration programs. Managed ARINC’s commercial maritime programs, which included product development, as well as several Global Positioning System (GPS) related projects out of SPAWAR Systems Center as well as the GPS Joint Program Office (JPO).Systems Engineer and Program Manager for the GPS User Equipment (UE) Interface Control Document (ICD) task. Performed systems engineering and analysis and provided project management for this project, which included independent verification and validation (IV&V) of the ICDs. Supported all technical meetings for the GPS JPO at the Los Angeles Air Force Base, where ICDs were involved.Systems Engineer and Program Manager for all Anti-submarine Rocket (ASROC) projects, as well as Project Leader for several of the projects. Controlled access to the laboratory, allocated human and computer resources, oversaw hardware and software installation, and made recommendations for hardware and software improvements. Performed test equipment maintenance and maintained operation logs.Provided project management, test and evaluation, and engineering analysis support for the hardware and software development and prototype effort for the Torpedo MK 46 Mod 5 and ASROC programs. Led the Test Set MK 620 Mod 1 prototype project, which tested the Range and Airframe Separation Programmer (RASP) MK 9 for ASROC. Performed a system testability analysis on an unmanned air vehicle. Tasking for this included the development of a Failure Modes, Effects, and Criticality Analysis (FMECA) on the vehicle systems and the design of methods to optimize automated system testing to increase fault detection and fault isolation analysis.

Provided engineering analysis to determine the operational impact of design changes to hardware and software, for all components of the AN/BSY-2 Submarine Combat System. This included design engineering support, preparing and reviewing test procedures, participating in the tests, analyzing results, and preparing reports.Reviewed and wrote procedures for the installation and testing of transducers and hydrophones for the AN/BSY-2 Submarine Combat System. This included operational evaluation of operation and maintenance manuals and training courses for completeness and accuracy, and evaluation of the adequacy of planned preventative and corrective maintenance.
