Extensive experience in the production of marine expert reports in criminal and civil cases with respect to powerboat, motor boat/motor cruising and jetski/personal watercraft. A Royal Yachting Association (RYA) Instructor and Examiner who is frequently called upon as an expert witness to provide various organisations with reports for civil and criminal cases. Most recently Paul has appeared as an expert witness in crown courts (including the Old Bailey) on cases related to murder, gross negligent manslaughter and various Merchant Shipping Act and Collision Regulations prosecutions.Examples include:1) Report for the MCA into a grounding with multiple casualties. Skipper charged under the collision regulations. Appeared at Portsmouth Crown Court.2) Production of report for a police into a death after a collision between a vessel and a navigation mark. Skipper charged with gross negligent manslaughter. 3) Reports produced for a police Major Crime Unit and the MCA after RIB collided with navigation mark. Skipper charged with gross negligent manslaughter and under the collision regulations. Owner charged under the Merchant Shipping Act. Appeared at Winchester Crown Court.4) Report for a police’s Serious Crime Directorate relating to the actions of the skipper in the case of the rescue of multiple people and a number of deaths. Skipper charged with gross negligent manslaughter. Appeared at Canterbury Crown Court.5) Report for the MCA into the grounding of small powerboat. Skipper charged under the collision regulations and Merchant Shipping Act. Appeared at Truro Magistrates Court. 6) Produced report for police’s Major Homicide Division on the actions of the skipper of a small powerboat that led to the death of one person on the Thames. Skipper charged with gross negligent manslaughter. Appeared at The Old Bailey.7) Produced reports in a numerous civil cases for both defendants and claimants involving various boat/jetski related cases.
