Together, we provided “cradle-to-grave” contract services, accounting, financial improvement audit readiness (FIAR) support and we designed and hosted web-based tools to leverage all the above.• Employed over 350 employees as a successful graduate of the SBA 8(a) Business Development Program. Served as the initial Facility Security Officer (FSO) participating within the NISP, Trustee for the fringe benefit and 401(k) plans. • Directed all strategic business units over Bid & Proposal efforts, business contracts (CPFF, FFP, T&M), negotiated and maintained financing and leases, provided regulatory interface (IRS, State Tax Authorities, DCAA, DCMA, DCSA), produced billings, financial reports and analyses.• Managed operations in 8-States, 2-Field Offices and various client locations, winning $multi-million contracts and subcontracts to support-Naval Air Systems Command (NAVAIR), Naval Sea Systems Command (NAVSEA), Defense Threat Reduction Agency (DTRA), National Aeronautics and Space Administration (NASA), Department of Transportation (DOT), Department of Health & Human Services (DHHS), Department of Homeland Security (DHS), Department of State (DOS), Commission on Civil Rights (USCCR), Department of Commerce-National Institute of Standards and Technology (DOC-NIST) and the Federal Deposit Insurance Corporation (FDIC).• Personally involved in creating and licensing Web-Based Applications to the Navy (financial reconciliation tools) and the FDIC (procurement support). Authored and maintained Information Technology/Information Assurance Security Plans in accordance with NIST Publication 199 and Special Publication 800-171. Served as the FDIC contract Program Manager.• Pre-Government Contracts: Provided business consulting to commercial clients in Federal contracting and public accounting—developed indirect rate structures, implemented timekeeping & accounting systems, developed policies & procedures manuals, provided B&P pricing analysis, accounting/audit preparation, provided incurred cost submissions & DCAA interface, provided estate and trust reporting.
