About Paul Harmer

As a Framework Director in the Binnies Delivery team, I am responsible for leading the bWGM Joint Venture within the Southern Water Non-Infrastructure Framework.In my role I manage the JV team with an overall responsibility for tendering, management and delivery of non-infrastructure related projects. I have extensive management experience working with multi-disciplinary teams on numerous diverse projects. My primary role is as the client interface, tendering, agreeing fees and scope of work, monitoring project finances and acting as the key point of contact for clients.I am an experienced utilities and infrastructure engineer having a career spanning 32 years within Engineering. I have led projects across different sectors such as water, airports, defence and power generation. I have experience working within both construction and consultancy, thereby delivering across the whole project lifecycle from studies, business cases and strategies, through design to construction.As an innovative, flexible and motivated leader, my key skills are in team development, project delivery and commercial management with proven success in senior project leadership roles. I have implemented change that has resulted in improved financial performance and client satisfaction.
