Served as Director of OPM’s USALearning (USAL) Federal Learning Enclave supporting advanced learning technology solutions across all of government in partnership with industry. Provide a “Software as a Service” (SaaS) model for learning support services to include Learning Ecosystems, Learning Management Systems, Learning and Data Analytics, Total Learning Architecture Enabled Applications, Learning Record Stores, Learning Interventions, Learning Research and Development, FedRAMP and DoD Impact Level Authorized Learning Hosting Environments, Human-Systems Integration, Learning Content Management Systems, Artificial Intelligence (AI), Augmented Reality/Virtual Reality (AR/VR), Gaming, Simulation, Collaborative Learning Environments, and related learning technologies and technical support services to all Federal agencies, Department of Defense (DoD), and State and Local municipalities. • Developed a USAL Learning Record Store (LRS) based on the Experience API (xAPI) open specification that tracks the learner’s formal, informal, and social learning using activity streams, big data, learning analytics, and personalized dashboards. This LRS is built for government by government, and the only one currently available that scales at the enterprise level and is FedRAMP and DoD Impact Level authorized and is customizable to meet agency customer requirements. • Oversaw and managed the monthly USAL Federal Learning Enclave FedRAMP Continuous Monitoring (ConMon) meetings and security related requirements. • Established OPM USALearning as an Advanced Distributed Learning (ADL) Inter-Agency Partnership Lab with the Office of the Assistant Secretary of Defense to collaborate on developing and delivering world-class technologies for learning, education, training, and research. • Increased USALearning sales and revenue from $30M per year to over $150M per year and expanded USALearning’s shared service center customer base.

Served as the Vice President for Carney Labs and developed a digital lifelong learning platform called MARi. Led a development team that successfully built MARi as a “freemium” based platform using a dynamic and in- depth learner’s profile as the core to enable an adaptive and personalized learning environment. MARi combines big data, mobile, learning analytics, and social collaboration to fundamentally change the ability of a person to improve performance and close their achievement gaps at school and work. • Developed strategic business partnerships with IBM Watson, Pearson Education, and Burning Glass. • Created research partnerships with Carnegie Mellon University’s LearnLab, University of Massachusetts, Florida State University, George Mason University, Ohio State University, and the University of Memphis on integrating their Intelligent Tutoring Systems into MARi.

Served as a Principal with Booz Allen Hamilton working in the Defense, Civil Business of Government, and Commercial markets as part of the Strategy and Organization Capability and Human Capital, Learning and Communications Center of Excellence. Provided strategic vision and leadership across the Booz Allen learning team and managed a staff of over 400 learning professionals. Successfully led research, development, and implementation of advanced distributed learning technologies to include web-based, mobile, immersive, virtual worlds, social networking, and informal learning environments. Received investment funds and built a personal life-long learning cloud ecosystem and sold it as a service to new and existing clients. Focused leadership and staff on improving and leveraging human performance through strategic learning analysis, design, development and evaluation. Successfully managed large and small projects, from strategy and business development to quality product delivery – focused on improving individual and organization performance.

Served as a senior advisor on advanced learning technologies to the Office of the Secretary of Defense, Personnel and Readiness (OSD P&R).• Advised DoD, the White House, and other Federal Agencies on development and implementation of next generation learning technologies.• Provided strategic direction and oversight of the Advanced Distributed Learning Initiative and oversaw an annual budget of $14M/year and a staff of 50 project managers, software engineers, instructional designers, and education researchers.• Was appointed by the Deputy Assistant Secretary of Defense for Military Community and Family Policy to be part of DoD’s Education Review of military children and functioned as their senior subject matter expert in advanced learning technologies.• Was appointed to the National Science and Technology Council Subcommittee on Education Technology convened by the National Economic Council (NEC), Domestic Policy Council, and White House Office of Science and Technology Policy (OSTP). Chaired the working group on 21st Century Learning Environments and Use of Advanced Market Opportunities.• Was appointed Chairman of the NATO Training Group on Individual Training and Educational Developments (NTG IT&ED) consisting of 28 NATO countries and 19 Partner countries. Served as the U.S. Delegate to the NATO Steering Group and Executive Working Group for NATO Training. Developed a best practices guideline for use of training technologies.• Managed the Federal Learning Registry project in partnership with the Department of Education that revolutionized learning-content discovery, reuse, and sharing across government, academia, and industry.• Served as the lead learning technology advisor on an OSD task force investigating the opportunity to make DoD K-12 schools a world leader in the use of advanced learning technologies that have the potential to significantly improve student performance.

Created and directed a new "Human Performance Technologies" Division. Managed a team of program managers, software engineers and instructional designers who developed learning content and delivery systems for government and commercial customers.• Supported business development by winning two competitive contracts totaling $3.5M within the first six months.• Provided consulting services to industry on methodologies to reduce the cost and time to train while maintaining or improving effectiveness.• Developed a corporate strategic plan, mapping business objectives with customer's learning requirements. Functioned as an integrator between the CEO and Division Directors by creating key performance metrics that were tracked and measured annually.

Served as Director of the DoD Advanced Distributed Learning (ADL) Co-Laboratory in collaboration with Department of Labor and National Guard Bureau. Developed international distributed learning technology standards and guidelines for the White House, DoD, Federal Agencies, academia, and private industry. • Managed a research budget of $14M. • Provided technical evaluation of learning technology tools and prototypes and maintained a technology testbed that tested interoperability of learning content across multiple LMSs and learning architectures in support of Executive Order 13111. • Performed learning effectiveness evaluations based on learning science research and best practices. • Convened and directed the DoD Advanced Distributed Learning Advisory Committee (DADLAC), previously known as the Distance Learning Action Team (DLAT) and the Total Force Distributed Learning Action Team (TFDLAT). • Established national and international ADL partnerships and collaborations. • Managed the development and implementation of globally adopted learning technologies. • Was one of the key contributors in development of Sharable Content Object Reference Model (SCORM).• Established, directed, and convened ADL Plugfest events (7 domestic and 2 international) and numerous ADL Technical Working Group (TWG) meetings in partnership with DoD, learning standards and specification bodies, industry, and academia.• Created the ADL Co-Lab network that included Co-Labs in Alexandria Virginia (Main Hub for DoD and Federal Government) Orlando Florida (DoD/Joint Research Community), Madison Wisconsin (Higher Ed), and Memphis Tennessee (Workforce).• Developed ADL International Partnership Labs and signed agreements with Korea, Latin America and Caribbean Regions, Canada, and United Kingdom.• Ran day-to-day ADL Co-Lab operations, fostering learning technology innovation, development, testing, evaluation, and delivery of cutting- edge learning technologies.

Worked with Office of the Secretary of Defense (OSD), Department of Defense Education Activity (DoDEA) and Navy (Naval Air Systems command) as a Program Manager on various training, education, modeling and simulation programs.Assigned from Navy to the Secretary of Defense (Readiness) as their primary liaison with outside Federal Agencies, academia, private industry, and the White House Office of Science and Technology Policy (OSTP). Helped start and become one of the Co-Founders of the ADL Initiative. Supported the White House Staff in developing and preparing proposals to advance the President’s National Technology Learning Challenge. Served as a catalyst for a White House initiative which identified DoDEA as a national showcase for the 21st Century School. Served as a visionary for the development and implementation of a Presidential Review Directive for the establishment of a National Learning Technology R&D Strategy. Represented DoD as the U.S. delegate to the NATO Training Technology Working Group. Program Manager for the insertion of learning technology into the DoDEA schools (167 OverseasK-12 schools in 14 countries serving 85,000 students, and 65 Stateside schools in 7 States and Puerto Rico serving 33,000 students). Developed an automated Technology School Profile that provided a technology assessment of all DoDEA schools. Served as a Training Technology Program Manager for NAVAIR and controlled an average fiscal year budget of over $30 million. Directly supervised seven engineers and two technicians. Created an education and training Integrated Product Team (IPT) that consisted of fourteen Navy field activities, two research and development institutions, three universities, and various education and training commands within the military. Provided prompt/professional management support to ten major program offices and program executive offices.
