- Chief Engineer (CHENG) serving as the principal liaison between the Technical Director and the systems engineering community at NSWC Carderock Division. Developing and championing Command-wide engineering and technical policy and guidance;Implementing the policies and processes required to ensure the Division incorporates systems engineering discipline to all tasking; Guiding the development of cross-departmental solutions to complex technical programmatic issues and events; Overseeing full-life-cycle engineering studies, analysis and programs at the Division.- Head of the ship design and acquisition branch, managing a dynamic team of engineers designing novel naval platforms, and conducting critical research to support future needs all while developing design methods, fostering growth of high fidelity numerical techniques, development of design criteria, and engaging in basic and applied research initiatives. - Platform Integrity Acting Deputy Department Head rotation (six months), directly supporting the execution of department level objectives in areas of materials, survivability, environmental, and structures. This rotation included leading organizational responses, capturing metrics, facility planning, supporting contracting efforts, security, leading recovery of facility damage from flooding for critical Columbia and VPM program, and supporting department head objectives while coordinating across all levels of leadership in the Carderock Division. - Leading Department 60 Technical Capability Health Assessment, evaluating all the technical knowledge areas, fostering growth of future critical technologies, mapping knowledge management, staffing, and successfully leading workforce work/growth planning. - Extensive RDT&E project management experience, including management of multi-disciplinary teams and international programs, long and short term planning, formulating and executing task management priorities. Resulting in the successful completion of programmatic objectives, and leading multiple efforts for naval acquisition, in service, and advanced naval conventional and novel composite ship structures. - Collaboration with technical experts and projects for SSC to direct research and advocate future growth with NAVSEA, ONR, shipyards, and international and academic members of ISSC and ABCANZ for the ongoing advancement of naval vessel designs technologies. - Advanced academic work in composite design and technologies, material failures, structural capacity, numerical methods, and completed PhD in material model failures-
