I have over 20 years of experience in hazardous waste treatment, laboratory management, and chemical process development. He has experience in the application of biological, chemical, dewatering, stabilization,and thermal treatment technologies. I have been involved with hundreds of treatability and design studies for the treatment of hazardous waste. He has experience in selecting and evaluating treatment alternatives, performing the appropriate treatability techniques, analyzing the treatability data, preparing reports, providing data for preliminary design activities and project equipment specifications; assisting project design teams, and implementing the final design. I have hands-on experience with full-scale remediation activities and specializes in process troubleshooting. He has provided technical operational support to bioremediation, dewatering stabilization, thermal, and wastewater treatment activities at remedial sites. He has also managed several pilot- and field-scale in-situ and ex-situ stabilization projects. I have provided technical input and hands-on support to numerous emergency response projects, dealing primarily with the on-site treatment of hazardous and reactive chemicals to protect human health and the environment. I have also been involved with proposal and bid development for remedial activities, concentrating on preliminary design, project equipment, and reagent specifications and costs.Specialties: Treatment of environmental contamination by biological, chemical, dewatering, stabilization, thermal, and wastewater treatment technologies.

Dr. Lear managed the Treatability Program, which conducted all treatability testing and research and development within OHM. The Treatability Program consists of 14 full-time technical personnel. He provided technical leadership for treatability testing services in support of bioremediation, chemical treatment, dewatering, soil vapor extraction, soil washing, stabilization/ solidification and thermal treatment technologies as applied to soil, sludges, and wastewater. During this period, Dr. Lear was been involved in over 700 treatability studies. He also oversaw the design and construction of a 15,000 square foot treatability and waste handling addition.Dr. Lear also served as a member of OHM’s High Hazards Review Committee, providing technical input on the potential hazards of reactive chemicals and their safe treatment.During 1997 and 1998, he also provided technical and managerial oversight to a full-service environmental analytical testing laboratory. The laboratory employed 34 full-time chemists and other technical personnel and had yearly revenues of over $12 million. Dr. Lear was responsible for assisting and advising Project Managers and project personnel on all matters related to the on-site treatment of hazardous waste, concentrating primarily on dewatering, stabilization/solidification, and soil washing. He was responsible for selecting and evaluating treatment alternatives, performing the appropriate treatability studies, and analyzing the treatability data, preparing reports, and providing data for design activities and project equipment specifications. He also monitored system performance to enhance remedial operations.
