▪ Executive-Level Command Legal Advice on Criminal Misconduct: Reviewed and advised commander and four subordinate commands on investigation and disposition of allegations of criminal misconduct. Reviewed command investigations, Marine Corps Law Enforcement and Naval Criminal Investigative Service (NCIS) Reports of Investigation, and engaged on developing and progressing criminal investigations. Upon completion of investigation, reviewed for legal sufficiency and advised appropriate disposition of charges at court-martial or administrative action and engaged with Trial Services to effectively litigate offenses.▪ Executive Program and Policy Development: Engaged with plans, policies, operations, logistics, and facilities staff, in coordination with Headquarters Marine Corps, Joint Staff, and DoD Office of the General Counsel (OGC) to develop and implement programs, activities, and missions to achieve DoD and Marine Corps policy objectives.▪ Ethics Counselor: Designated under provision of Joint Ethics Regulation (DoD 5500.07-R), advised and reviewed ethics and standards of conduct issues, including gifts provided to the command or personnel and military families, political activities and Hatch Act compliance, government funded travel, outside and post-government employment, fundraising, and OGE 450 and 278 Financial Disclosure Reporting.▪ Leadership and Strategic Guidance: Served as supervisory attorney to 19 Marine Corps Installation, Base and Station attorneys. Provided leadership, oversight, training, and guidance for command legal staff and provided strategic oversight and guidance to four Marine Corps Installation Regional Staff Judge Advocates, supervising legal issues on 27 Marine Corps Installations.

▪ Executive-Level Support/Advice: Legal advisor to US Special Operations Command (USSOCOM) Operations, Plans, Training, and other staff sections for current special operations, including: Unconventional Warfare support to foreign and irregular forces; Security Force Assistance (SFA) and Foreign Internal Defense (FID), Joint Combined Exchange Training (JCET) and all other foreign force training; Counter Narco-Terrorism; Counter Transnational Organized Crime (CTOC); Civilian Law Enforcement (CLEA); and Civil Affairs and Humanitarian Civic Assistance.▪ Interagency/Command Coordination and Congressional Support: Conducted regular interaction with DoD Office of General Counsel, Joint Chiefs of Staff Chairman’s Legal Counsel, and Combatant Command legal counsels for implementation of national security policy and strategy and interpretation of statutes, policy regulations, and executive orders. Advised on legislative proposals to enable special operations activities.▪ Policy Development and Execution: Provided legal advice on numerous operational, policy, legislative, and funding issues in support of US special operations and activities. Coordinated with theater special operations commands and USSOCOM Operations to develop Memorandums of Agreement for Special Operations Forces support to the Federal Bureau of Investigation (FBI) and Homeland Security.▪ Support to Civilian Law Enforcement Agencies and Sensitive Training Activities: Advised on conduct of Realistic Military Training (RMT) events off federal property. ▪ Counterterrorism Operations Legal Advisor: Served as legal representative to active operational planning teams on Syria Train and Equip and Counter-ISIL Activities, Unconventional Warfare/Foreign Internal Defense, and Hostage Recovery.▪ Leadership and Strategic Guidance: Served as senior of four USSOCOM operational law attorneys.

▪ Training and Exercise Support: Deployed worldwide to provide training, guidance, and mentorship on operational law and command legal section organization staffing, management, leadership, and structure. Exercises included coordination with partner-nation and coalition forces. Supported over 30 exercises over three years, including exercises in Thailand, Republic of Korea, Bahrain, Japan, Germany, Naval Station Guantanamo Bay, Australia, Jordan, and Afghanistan. Exercise support required legal expertise in law of armed conflict, humanitarian law, coalition operations, and defense support to civil authorities. Training audience included Combatant Command (four-star), Joint Task Force (JTF), and Component Command commanders and staffs during the conduct of Joint Chiefs of Staff Command Exercise Program, Mission Rehearsal Exercises (MRX), Staff Assistance Visits, and the Joint Training Program.▪ General Officer and Senior Executive Service (SES) Training: Regularly briefed and interacted with three and four-star flag and general officers and senior mentors on strategic and operational level issues during joint operations and training exercises. Chaired seminar discussions, developed lesson plans, and facilitated the CAPSTONE, KEYSTONE, and PINNACLE Joint Operations Modules of the Chairman's Senior Leader Education program for the training of newly promoted one-star general/flag officers, selected three-star officers, and most senior SES government civilian personnel.▪ Doctrine Development: As a subject matter expert on joint and combined coalition operations, drafted and oversaw development of 'Operational Law and Authorities' Joint Knowledge Online module, Joint Staff 'Authorities' Insights, and Best Practices Focus Paper, and advised on revision of Joint Publication 1-04 'Legal Support to Military Operations.'

▪ Executive-Level Support/Advice: Trained command staff and 2,200 Marines on legal aspects of military operations, including law of armed conflict, maritime law, international sovereignty, and status of forces agreements. Advised commander and staff on all aspects of criminal justice, international and operational law, administrative and civil law, legal assistance, and ethics. In coordination with NCIS, provided specialized battlefield forensics training to infantry battalion.▪ International and Contingency Operations Legal Support: Provided real-time legal advice to Maritime Raid Force in the Visit Board Search and Seizure (VBSS) of civilian cargo ship, seized by Somali pirates in the Gulf of Aden, resulting in the surrender and apprehension of nine pirates. The Raid Force’s preservation of evidence and collection of statements resulted in legally sufficient evidence packages for transferring the pirates to third country for prosecution. Advised on legal status and treatment standards of migrants rescued from capsized vessel off Eretria. Advised on international law, status of forces, and coalition support for 30 days of sustained operations in Pakistan following 2010 monsoon flooding. Negotiated release of Marine personnel detained by local authorities on port-calls to Thailand and the Philippines.

Inspector/Instructor▪ Leadership and Personnel Management: As active duty Inspector/Instructor of a reserve unit, directed the recruitment, mobilization, training, deployment, re-deployment, and demobilization of 196 Marine reservists for Operation Iraqi Freedom-09 to Anbar Province, 2006-2007. Developed sustained relationships between Marine Corps Civil Affairs and FEMA and USAID.Civil Affairs Officer – Joint Task Force Katrina▪ Defense Support of Civil Authorities Operational Support: Organized, activated, equipped, and deployed a detachment of ten Marines and two Sailors with vehicles and equipment from Washington, D.C. to New Orleans for humanitarian relief operations in support of JTF Katrina from September 12 to October 13, 2005. Supported to city officials of Lower 9th Ward, New Orleans. Assessed impact of flooding on portions of Lower 9th Ward, advised the Emergency Operations Center of critical findings, and supported the initial return of displaced Lower 9th Ward residents.Rule of Law Officer – Multinational Force-West – Anbar Province, Iraq▪ Governance and Rule of Law Development: In coordination with DoD and State Department lines of effort for support to Government of Iraq rule of law and governance in Anbar Province, established subject matter expertise on the Iraqi criminal justice system, developed and implemented rule of law initiatives for MNF-W, tracked indicators of rule of law in Anbar provincial governments and municipalities, tracked and advised on status of Iraqi elections laws and elective process, identified specific weaknesses in Anbar criminal justice for targeted development, initiated rule of law engagements in Fallujah) developing first working relationship between the Fallujah police and judiciary in over 24 months), and organized MNF-W Rule of Law Working Group to coordinate activities of Coalition Forces Detainee Operations, Iraqi Police development, and Iraqi Army detention procedures.

▪ Command Legal Advice: Monitored and processed allegations of misconduct for investigation and courts-martial, administrative separations, and command legal assistance issues. Advised commander and staff on all legal aspects, to include military justice, legal administration, operational and international law, ethics, criminal and command investigations, and legal assistance. ▪ Exercise and Contingency Support: Deployed to Medan, Indonesia to provide international law advice and support to 3d Marine Division Disaster Relief Assessment Team following the 2004 Indian Ocean earthquake and tsunami, coordinating US military support efforts with the government of Indonesia, partner nations, and international relief organizations.

▪ Command Legal Advice: Advised commander and staff on all legal aspects, to include military justice, legal administration, operational and international law, ethics, criminal and command investigations, and legal assistance in high-visibility command.

Prosecuting Trial Counsel▪ Criminal Case Analysis, Command Advice and Prosecution: Prepared and completed all aspects of criminal justice cases for assigned units, to include legal research, witness interviews, case investigations, motions practice, trial preparation, assembly of members and voir dire, and trial by special and general courts-martial. Successfully prosecuted two complex, contested jury trials, and successfully disposed of over 80 cases through plea negotiations.Director, Base Volunteer Income Tax Assistant Program▪ Leadership and Personnel Management: Organized, trained, and lead 23 Marines and civilians to provide tax preparation services for over 30,000 members of the Camp Pendleton community.
