The Office of Planning & Exercises performs contingency and crisis action planning, as well as disaster science and data analysis, in support of ASPR’s role in executing the National Health Security Strategy, to anticipate and mitigate public health threats by engaging and collaborating with Federal Interagency and SLTT partners. The Office promotes and validates ASPR preparedness and readiness missions by providing a realistic environment to test, evaluate and improve ASPR’s capability to manage and coordinate its public health, medical, and human services preparedness, response, and recovery missions.

Responsible for the strategic and analytical support for the SOC that includes: (1) Supporting the the primary mission of the SOC: SOC mission: "Provide 24-hours-a-day/7 days-a-week coordination, notification, incident management support, public health and medical watch support, incident emergency alerts, exercises, and emergency drills for the HHS."; (2) Analyzing and developing SOC publications, standing guidance, standard operating procedures, quick reaction checklist, and all support instructional documentation; (3) Implementing and training SOC staff on emerging technologies; (4) Managing the SOC’s Quality Improvement, Quality Control, and Quality Assurance activities; (5) Providing support for the activated SOC’s Incident Support Team (IST) through the SOC Support Section; and (6) Developing and implementing programs necessary to execute all SOC activities.
