Responsible for executive direction, oversight and guidance for America’s premiere coastal and ocean agency. His work in this role includes operational programmatic oversight across NOS to address the evolving economic, environmental, and social pressures on our ocean, coasts, and coastal communities. Provides executive leadership for the navigation and observing functions, science and response and recovery missions, and coastal management and national marine sanctuary networks and systems of natural resource. Oversees all execution functions of the line office – programmatic, legislative, technical, and administrative – for about 1200 federal, 800 contractor, and countless grant recipients for an approximately $620M appropriated budget.

Responsible for direction, oversight and guidance for line office operations and execution, financial execution and formulation, human resources, agency grants, acquisitions and interagency agreements, and personal property and IT strategic direction for the National Ocean Service (NOS) line office of NOAA. Provide direction, guidance, oversight and problem solving for personnel, programmatic, policy, administrative, and political operations of a workforce of over 2200 federal and contract staff located in every state and time zone; and approximately $450M in federal financial resources. Design, lead, direct, and implement the planning, assessments, and a process for addressing organizational operations, financial execution, and personal property for the ten program offices in the NOS.

Responsible for the day to day operational oversight and strategic guidance of the Office for Coastal Management. Provide direction, guidance, oversight and problem solving for personnel, programmatic, policy, administrative, and political operations of a workforce of over 260 federal and contract staff located in 16 different geographies, and six different time zones; and approximately $170M in federal financial resources. Leading the implementation of the planning, assessments, and operational processes for the new integrated Office.

Responsible for oversight and guidance for day to day operations, financial execution and formulation, human resources, agency grants, acquisitions and interagency agreements, and personal property and IT strategic direction for the National Ocean Service (NOS) line office of NOAA. Provide direction, guidance, oversight and problem solving for personnel, programmatic, policy, administrative, and political operations of a workforce of over 2200 federal and contract staff located in every state and time zone; and approximately $450M in federal financial resources. Design, lead, direct, and implement the planning, assessments, and a process for addressing organizational operations, financial execution, and personal property for the nine program offices in the NOS.

Responsible for day-to-day oversight for the national coastal programs, national estuarine research reserve system, coral matrix program, and land conservation program. Also, Chief Integration Office for the integration of this office (OCRM) and the NOAA Coastal Services Center, into one operating unit.

CFO and CAO for the NOAA Coastal Services Center. Responsible for oversight of all financial, acquisition, HR, facilities, planning, and policy-setting functions for a 220 person blended workforce, incuding executive oversight for execution of $70M in annual appropriations.

Responsible for developing and implementing training, outreach, communications, and other activities for state coastal management customers and partners.

Responsible for all program development and oversight for participant training, research, and international technical assistance for Central and South America, as well as West Africa on behalf of the US Peace Corps, World Bank, and US Agency for International Development Bank.

Assisted Director in planning, developed project proposals and established research teams. Designed and implemented marine habitat restoration and enhancement project, designed fishing vessel safety project, Directed Opportunities in Mariculture project, and handled liaison among six federal agencies and four NRC Boards.

Served as training manager of Coastal Policy and Processes, Marine Fisheries Planning, and Coastal Aquaculture training programs. Coordinated efforts with state, federal, and international organizations in the U.S. and Costa Rica.

Conducted fish sampling by gillnetting, seining and creel surveying. Analyzed and quantified stomach contents. Conducted water quality analyses in target reservoirs.

Served as fisheries volunteer in Archidona, Ecuador. Worked to set up a commercial fish cultural operation with families in the Napo Province.
