Reviews and prepares complex request for proposals, bids, and contracts valued at $265M annually. Analyzes significant, and/or unique contract requirements to ensure compliance with appropriate laws and policies. Provides guidance to over 1000 City Staff members for appropriate Statement of Work. Manages contract control process for over 200 contracts. Develops negotiation strategy and leads negotiation teams on complex contractual issues including disputes. Assists in new business pursuit and associated contract strategy. Assists in development of new contract policy and processes.

Manages a Division of 40 Dispatchers and Call Takers who process 500,000 emergency and non-emergency phone calls per year. Maintains associated alarm, annunciation and recording equipment valued in excess of $2M. Executes $1.5M Division budget. Manages the Division complaints system, recognition, safety plan, duty scheduling, hiring and training programs.
