Working on a consultative basis with Somerset County Council developing the operations management function, completing a systems appraisal of their SAP Solution, P2P, SRM, ECC, HR, Payroll and CRM. Created a demand management gateway operating model for all temporary resource, including a recruitment tool, resource management board. Benchmarking and baselining frameworks for interim and executive recruitment.Supporting their transition in setting up a strategic commercial and procurement service after bringing the service in house from their outsource partner South West One and developing the Commissioning and Procurement operating model.

• Interim Consultant with the remit to implement robust financial and procurement processes into both the Council and Serco (Oracle)• Re-engineer existing process into fit for purpose• Design and implemented within 6 weeks of beginning an end to end process to manage all categories of spend, including gateways for client/delivery sign off• Built a data warehouse and spend analysis database to record accurately spend against categories, budgets etc and financial reporting.• Created a three year wave plan to deliver savings in excess of £20m• Built a training program to up-skill current procurement officers into Category Managers

Working on the process, scoping and procurement of a large scale procurement exercise. Merging the Finance/Procurement/HR/ICT functions of five councils into one joint venture.
