Paula Fields has over 30 years of experience in the environmental and utility industries. She currently manages ERG’s Sacramento office and directs projects focusing on air quality planning and regulatory development for U.S. federal, regional, state, and local government clients such as the U.S. EPA, Department of the Interior, Western Regional Air Partnership, state/local air agencies in Arizona, California, Idaho, Nevada, New Mexico, Texas, and Arkansas. Ms. Fields has also led air quality related studies for international organizations such as North American Commission for Environmental Cooperation (based in Montreal, Canada), and Mexico’s Secretariat of the Environment and Natural Resources and National Institute of Ecology and Climate Change. A significant part of Ms. Fields’ career has been dedicated to the development of regional emission inventories of criteria and visibility pollutants and greenhouse gases from all source types (stationary, mobile, nonroad, biogenic) for purposes of air quality modeling, State Implementation Plan (SIP) development, National Environmental Policy Act (NEPA) compliance, and regulatory impacts analysis. Ms. Fields has experience in developing and implementing control programs for fugitive dust, wood smoke, and agricultural sources of pollution. As program and project manager, she identifies and manages large teams of ERG and subcontractor staff, and works closely with clients to ensure that project reports and data are delivered on time and within budget.
