Management of three projects in municipal strengthening, including institutional modernization with emphasis on financial and cadastre strengthening, a new management system for a municipal market in the Northern Border, and a new solid waste management system. Main liaison between the Minister and two strategic areas within the Ministry: the prison system and the Police.• Conducted a policy analysis and implementation program that identified the different skills and abilities amongst the inmate population and converted them, with the sponsorship of the Ministry and some municipalities, into a potential labor force to cover the needs of both private and state-owned enterprises. • Together with diplomats of different origin, worked on the development and promotion of repatriation and technical assistance in the field. • Evaluated the existing information flows used by the imprisoned to present their requests within the prison system. As a result, introduced random controls to detect and fight bottlenecks of different kinds. • Worked with the Municipality of Quito, the Province of Pichincha, and the Ministry of Government, as well as other public institutions to begin a relocation program for the prisons in Quito assessing the land use of the different affected areas.
