Paul serves as Chief Executive Officer of Enstor Gas LLC, one of the largest privately held gas storage companies in the United States. Previously, as CEO of Zechstein Energy Storage he was responsible for developing independent gas storage, helium and midstream energy infrastructure in Netherlands, Germany, Poland, United Kingdom and other European markets. He also leads Katy Energy Partners, a global energy infrastructure consultancy focused on helping clients find and develop energy assets. As such, he was involved in energy projects across Europe, Asia, North America and the Middle East totaling over $2.0 billion of capital cost. Previously, he was President and Chief Operating Officer of Bobcat Gas Storage, which was sold to a Fortune 500 company for over $500 million. At Bobcat, he had primary responsibility for new development opportunities, expansions, environmental, health and safety, regulatory and governmental affairs, engineering, operations, project services, land and permitting as well as secondary responsibilities in finance.He has been extensively involved in all areas of energy development (legal, land, regulatory, permitting, construction, operations, drilling, public relations, marketing, finance, and origination) on projects in the U.S., Europe, Canada, Mexico, Southern Cone, Australia, Great Britain, Germany, Sweden, Oman and Thailand. Prior to 2000, he was involved in the development of energy projects for Tenneco Gas, NorAm Hub Services, and Sofregaz U.S. Since 2000, he directed Enron North America’s storage development activities as well as Reliant Energy’s gas asset development activities. He is past Chair of the Gulf Coast Section of the Society of Petroleum Engineers, the largest such section in the world. He is also past Chair of the Hydrocarbon Storage Study Group and the Inventory Verification Study Group of the American Gas Association’s Underground Storage Committee. In addition to being named the Outstanding Young Engineer for the Gulf Coast Section of the Society of Petroleum Engineers, he was also twice nominated as Outstanding Young Engineer for the Society as a whole. He is also an Honorary Louisiana State Senator.
