I develop and implement the Transportation Improvement Plans of Native American Tribes in the Western Region. My expertise ensures that their funds from the Federal Highway Administration for construction, transit, safety and road maintenance projects are leveraged in a timely, effective manner.I represent the DOT in meetings with transportation representatives of Tribal, Federal, State and local governments. I review Long Range Transportation Plans, Safety Plans, Bridge Inspection reports, Project Progress Reports and requests for reimbursements. I make five year estimates of costs for each project, develop project schedules, and write statements of work for transportation contracts. As part of this process I manage the Regions transportation system inventory, bridge inventory, and road maintenance performance management databases. I have a BS in Geological Engineering from the University of Arizona, a current P.E. registration as a Civil Engineer in Arizona, and a NBI bridge inspector certification. Transportation Planning: - Worked with Tribal Transportation Planning and BIA personnel to develop Tribal Transportation Improvement Plans (TIPS) and supporting tribal resolutions and priority lists.- Analyzed and developed support documentation as required for new and amended 93-638 grants and contracts for transportation planning, safety, construction and maintenance.- Created a draft Stewardship Agreement for the Region DOT and Federal Highway Administration.- Worked with Federal Highway Administration (FHWA) on road functional classification crosswalk between BIA and FHWA functional classes and also with BIA, FHWA and Utah DOT on their revised functional classes and their application to Utah Tribes. - Worked with Arizona Department of Transportation and a & e consultants on the specifications and data to be included in their Planning Assistance for Rural Areas grants to Tribes.- Reviewed and provided technical engineering comments on HUD, IHS and tribal community plans, specifications, and estimates.Road Inventory:- Negotiated better “cost to construct” prices and zones for the Region which increased the tribal share of construction funds in the Region.- Prepared reports, maps and detailed instructions for tribes on how to submit long range transportation plans, inventory updates, traffic studies, and engineering data to enter it into the National Tribal Transportation Program Facility Inventory.- Reviewed inventory updates and long range transportation plans for the National Tribal Transportation Program Facility Inventory, clearing a multi-year backlog. Bridge Inventory and Inspection:- Updated inventory of BIA bridges, automating a bridge location map in Google Earth Pro with information from the National Bridge Inventory.- Identified 40 structures in the Region to be classified as bridges and added them three year inspection cycle. - Served as Member of Technical Review Board For the Bureau's National Bridge Inspection Contracts.
