Managed combined staff of +70; Plan, organize, develop and implement budgets, staffing, work plans and schedules. Developed and implemented strategies for more than 12 federally funded projects valued at $8 million annually. Created Statements of Work and Requests for Proposals to hire transition project teams. Served as key advisor for mission critical programs to provide technical and management expertise to a variety of federal, state and local entities.Designed and implemented RFID data system R&D, construction, installation, data collection and reporting for Passive Integrated Transponder (PIT) Tag Information System PTAGIS www.ptagis.org.Managed project re-design to enable integration of tag distribution system with existing infrastructure to support annual growth of RFID tags to more than two million units. Directed projects encompassing development and implementation of replacement for the single user PC based system to perform in a web-based, multi-user environment. Directed entire implementation of the www.ptagis.org web site that provides a state-of-the-art system that provides web-based, ad-hoc query capability, real time status updates, automated report generation and other features.Developed work plans, budgets and managed project staff to design and install multiple RFID detection systems at fish ladders on the Columbia and Snake Rivers in response to biological and operational requirements. Managed $2 million conversion from Columbia Basin detection systems from 400kHz FDX-A to International Standards Organization (ISO) standards 11784 and 11785. Developed rationale for executing changes and presented program to regional decision makers and stakeholders. Improved overall data quality and detection rates. Decreased equipment failure rates and delivered technology infrastructure to implement larger detection system developed and deployed on the Snake and Columbia Rivers.
