Chief Of PartyGeorgia Enterprise Rehabilitation Project Jul 2000 - Feb 2003World Bank financed project with two equally weighted objectives: improve the performance of 18 small and medium-sized private Georgian companies and train more than 50 Georgian consultants in modern management methods. The local counterpart was the Center For Enterprise Restructuring And Management Assistance (CERMA) and the contractor was The Recovery Group (TRG). The overall budget, including an additional cost extension, was 1,9 million USD. The Chief of Party was the single full-time foreigner on the project.• Mobilized local consultants plus team leaders• Conducted trainings to all consultants and team leaders (300 hours over a 24-month period)• Established personnel policies that resulted in recognized (by CERMA) high performance by project staff• Acted as the principal business advisor to each team (e.g., deciding what marketing strategy should be recommended to the client). Established formal project analysis and management methods that applied to each team • Developed methods for Teams to: 1) create comprehensive Terms of Reference for the experts, 2) assemble suitable materials to prepare the experts before their arrival in Georgia, 3) develop action plans to maximize the work accomplished by the experts during their short stays in Georgia and 4) convert the recommendations of the experts into action plans to be implemented by the clients• Had a direct influence on how the Government of Georgia used its restructuring credit from the World Bank. Based on work in two clusters (wood and hazelnuts), CERMA (with the approval of the Minister of Finance and the Government) focused later projects on cluster-level work rather than on firm level work and used designs and methods developed by the Chief of Party

The contractor was Crimson Capital. Helped Polish banks initiate, develop andconclude operational restructuring and financing transactions for their clients, includingsuccessful private companies and large Treasury companies. Nearly 20 million USD was placedin private Polish companies. Worked with governmental officials regarding privatization of alarge Polish bank.

PARTNER was the Polish operating arm of the Manager. Created afamily of companies to make direct investments in small and medium-size Polish State-Owned-Enterprises undergoing privatization. Performed necessary due diligence, identified acquisitioncandidates, prepared privatization plans, attracted co-investors from among Polish investmentfunds, negotiated investment terms, and negotiated company purchase and debt reductionagreements. Fund closed in 1997.
