Paul offers 15 years’ experience in developing and delivering innovative sustainable mobility projects. He has established a trusted contact base across European institutions, cities and consultancies, as well as an in-depth knowledge of EU funding programmes. This allows Paul to develop project concepts, matching local and European priorities whilst attracting the strongest possible partners to coordinate the bid and to lead the project delivery to agreed objectives. He manages the portfolio of international projects in which Vectos takes a leading role, including those from the EU's Horizon 2020 programme, DG MOVE, the World Bank and the European Bank of Reconstruction and Development. They tackle the areas of decarbonisation, street design, congestion reduction, smart and shared mobility, behaviour change, Sustainable Urban Mobility Plans, gender, Mobility as a Service and electric, automated and demand responsive vehicles. Projects have specifically addressed the mobility challenges of urban and rural areas, tourist towns and ports. He transfers the results of the international projects across the transport planning service allowing the integration of innovative mobility solutions into the company's creative design and masterplanning work.He regularly delivers national and international presentations to the planning and mobility industries concerning the future of transport, opportunities for the development sector and for decarbonisation overall.

Paul played a key role in delivering outputs from a variety of EU research and innovation projects in the domains of behaviour change, electric vehicles, car sharing, integrated urban mobility, user-needs assessment, stakeholder engagement and transport financing models. He regularly delivered presentations at international conferences and events to disseminate the results of the research and helped to build capacity across the planning sector in the UK on the future of mobility.

Paul was EU Project Manager at the London European Partnership for Transport, a specialist team within London Councils. His bidding and enabling work brought in millions of euros of European funding for London Boroughs and Transport for London to support projects in the field of travel planning, behaviour change, cycling, walking, road safety, electric vehicles and Intelligent Transport Systems. He used his in-depth knowledge of ever-changing EU funding programmes to advise Boroughs and key decision makers of unfolding opportunities. He led on the whole bidding process, from concept development to consortium building and from drafting the formal proposal through to the management and delivery of the project itself. This was possible by carefully analysing current and future challenges in Europe's urban areas, then formulating and demonstrating solutions in cities, feeding back policy recommendations to local and national government, and the EU institutions.He was project coordinator of the IEE-STEER projects ASTUTE and COMMERCE, both focusing on workplace travel planning and cycling promotion. He also successfully bid for and managed the PTP-Cycle Project which delivers a pan-EU programme on personalised travel planning in universities, workplaces and households to affect modal shift away from car use and towards walking and cycling.
