Serve as Senior Agency Ethics Attorney responsible for oversight and implementation of our agency ethics program involving financial disclosure reporting, ethics education to employees, and ethics counseling to managers and staff. Additionally provide advice and guidance on contractors in the workplace, and work with agency Inspector General investigators, human relations professionals and agency managers to enforce federal ethics statues and regulations. Won 2008 National Award from the U.S. Office of Government Ethics for Outstanding Agency Ethics Training Program.

Provided advice to the Judge Advocate General of the Army on Reserve Component Training and Mobilization Law topics. Helped develop plans to improve legal training for Reserve Judge Advocate officers, including distance learning initiatives, and suggested standardized materials on legal issues of interest to mobilizing Reserve Component soldiers and their families, that could be used by Reserve Component Judge Advocate officers. Contributed input to the proposed Service Members' Civil Relief Act, which was enacted into law, and provided assistance on USERRA related matters to the U.S. Department of Labor Veterans Employment Training Service (VETS) on investigations and enforcement actions.

Served as principal daily Legal Advisor to the Chief, Army Reserve and the Office of the Chief, Army Reserve [Three Star General Officer] on the Headquarters, U.S. Army Staff, providing ethics, contract law, administrative law, military personnel law, legal assistance and fiscal law advice to the staff and the Chief. Actively worked to improve government contracting practices by the Army Reserve and improve the ethical climate.

First Army Reserve full-time Law Professor at the Army Judge Advocate General's School (TJAGSA). Managed the Reserve Component Judge Advocate Basic and Advanced Course programs, and served as Army Reserve Component Advisor to TJAGSA students and faculty. Taught classes on Uniformed Services Employment and Reemployment Rights Act (USERRA) and the Soldiers' and Sailors' Civil Relief Act (SCRA), Reserve Component Organization and Policy and Mobilization Law, and Conducting Military Investigations. Published over twenty articles in military and legal journals on the above topics, and edited horn book on the SCRA and wrote USERRA Handbook for Federal Attorneys. Contributed to the first Army Domestic Military Operational Law Handbook on natural disaster and civil disturbance legal issues. Developed Federal Ethics Seminar for Reserve Component Soldiers.

Served as assistant legal advisor to the Commander, Sixth U.S. Army Command, Presidio of San Francisco, California, and his staff and subordinate units. Responsible for legal advice to Commanding General (Two Star), the Command staff, and all Reserve Component commands in a nine state area, including military criminal law (UCMJ),military personnel and administrative law (FOIA, Privacy Act, etc.), legal assistance advice and mobilization law and ethics. Served as Operational Law Attorney for Big Bear Earthquake and the Los Angeles Civil Disturbance-South Central Los Angeles Area, and was principal mobilization law advisor during Operation Desert Storm.

Served as principal daily legal advisor to the Commander, 120th Army Reserve Command, Fort Jackson, South Carolina, and his staff and subordinate units. Responsible for legal advice to the Command staff, subordinate unit commander and over 10,000 Reserve soldiers, including military criminal law (UCMJ),military personnel and administrative law (FOIA, Privacy Act, etc.), legal assistance advice and mobilization law and ethics.

Served as Deputy Personnel Manager for all U.S. Army Reserve Judge Advocate General officers from appointment to retirement or discharge, responsible for assisting them regarding all benefits, assignments, promotions and any disciplinary actions. Also served as command Labor Contract Negotiator with the federal union (AFGE), and was appointed as senior advisor to the ARPERCEN Equal Opportunity Committee, and drafted the Center's first affirmative employment plan.

Served as Associate Counsel responsible for client representation specializing in civil litigation, real estate matters, and family law. Drafted pleadings, briefs, and interrogatories, and appeared on behalf of firm clients at court hearings, trials and depositions.

Served as principal legal advisor and corporate secretary to the Wisconsin Housing and Economic Development Authority (WHEDA) Board of Directors, Executive Director and staff. Oversaw all mortgage foreclosure litigation, and all other litigation against the authority. Provided day-to-day legal advice on housing authority federal tax law and federal HUD regulations, and state law and regulations. Provided personnel and administrative law advice, and was responsible for hiring and oversight of outside counsel for litigation and revenue bond work.

Represented convicted felons imprisoned at the Army Disciplinary Barracks at Fort Leavenworth, Kansas. I principally represented officers as well as enlisted personnel. Researched law, wrote appellate briefs, and argued cases before federal military appellate courts. I was successful in getting several cases overturned based upon legal issues, findings of unlawful command influence or prosecutorial misconduct. Counsel of Record in several important military appellate decisions, including U.S. v. Byrd, which established the defense of abandonment for inchoate crime cases in military criminal courts.

Served as Brigade Legal Advisor on Military Personnel and Criminal Law matters for Active Duty Infantry Division, resulting in conduct of numerous jury trials and guilty plea proceedings on criminal matters ranging from theft and drug dealing to assault and child molestation. Worked with Army Criminal Investigators in directing criminal investigations of possible crimes under my jurisdiction. Researched the law, wrote trial briefs and motions and argued them before trial court judges. Prosecuted over sixty military criminal jury trials.

Provided legal assistance advice to military clients on diverse issues such as bankruptcy and debt collection issues, civil litigation, divorce, wills and estate issues, contract issues, and appeals of personnel evaluations. Drafted powers of attorney, wills, and related documents. Recognized for outstanding legal assistance advocacy by the Chief, Legal Assistance Division, Office of the Judge Advocate General for obtaining hundreds of dollars in state income tax refunds for over one hundred Native American soldiers who were domiciled upon Indian Reservations upon entering military service and were protected from such state taxation by the Soldiers' and Sailors' Civil Relief Act.
