Belonging to the Australian Defence Force (ADF), the Deployable Joint Force Headquarters (DJFHQ) is responsible for planning for military operations. DJFHQ plans the use of and manages Army personnel and equipment, Royal Australian Navy ships and Royal Australian Air Force aircraft. As one of the lead project managers, I was responsible for preparing the ADF’s only Joint Warfare Training exercise for 2020; a significant national training activity for the ADF. My role was to ensure the strategic training objectives were met, as well as the successful establishment of the required equipment. Key responsibilities: • Stakeholder engagement with staff from DJFHQ as well as engagement with other internal and external teams for access to resources and training areas.• Design, plan, deliver and manage exercises and training. Support and planning for international engagement activities, notably where the ADF is required to provide a humanitarian assistance or disaster management response in the South West Pacific or Asia regions. This includes liaising with and briefing international Defence planning staff. I was also responsible for reviewing high-level Defence Training Directives and Philosophy used by all Australian Defence Organisation personnel. • I provided leadership support to working and planning groups, ensuring that stakeholders understood their responsibilities and involvement in important events and activities. Key achievements: • From start-up, building small teams, leading multiple planning events concurrently which contributed to the successful completion of the seven-week Joint Warfare Training exercise in September 2020. • Meeting strict deadlines and sequencing discrete planning events to ensure successful delivery of the exercise training. • Planning and production of the supporting training directive and logistic support plan to ensure the exercise, with a budget of $15.0M, is rewarding, successful and meets Government objectives.

The 11th Engineer Regiment is an organisation of engineers, logisticians and tradespersons who conduct civil construction projects, primarily on military property. Construction tasks include building and repairing roads and bridges, culverts and dams, and removal of contaminated or nuisance material. In 2018, 11th Engineer Regiment planned, trained and prepared 350 soldiers from across Queensland to provide specialised search tasks in support of the Gold Coast Commonwealth Games. I lead multiple projects simultaneously that involved teams of up to 350 people. These personnel possessed an array of technical, academic and professional backgrounds, required to achieve allocated engineering tasks for Army and for Queensland and New South Wales State Governments in times of emergencies. Key responsibilities: • Delivered civil engineering projects in very short time-frames, with a limited budget for material and equipment. Projects included road and bridge construction, establishing culverts and repairing environmental damage on military bases. Works were required to meet strict environmental and civilian legislative requirements. • Ensured adherence to designated administrative and disciplinary legislation, including preparation for a three-yearly audit in 2019, conducted by the most senior auditors in the ADF – the Department of the ADF Inspector General. Key achievements: • Within a three-month period, I successfully trained and deployed a 350 person strength Security Company to support the 2018 Gold Coast Commonwealth Games; undertaking around the clock vehicle and building search. Completed the training analysis and task coordination of small teams in the conduct of engineering and security operations to support the Gold Coast Commonwealth Games Organisers and Police. • Achieved a 5/5 level rating from the Inspector General of the ADF in relation to the disciplinary and administrative management of personnel, within the previous three-year period.

Queensland University Regiment (QUR) is tasked with training officers and soldiers of the Army Reserve and provides command, leadership and management training. While not forming a sub-set of Queensland University, QUR trains many university students who join the Army Reserve. As the Senior Instructor and Course Manager, while ensuring adherence to the Australian Qualifications Framework, I was responsible for organising and managing Diploma level Army Officer courses, training over 350 Army officers over two years. Coursework encompassed leadership, military strategy and tactics, ethics, responsible decision making and management. This included responsibility for managing governance, delivery of instruction and auditing assessment criteria and ensuring instructional standards are maintained by staff. During this time I implemented a ‘train-the-trainer’ program for supporting instructor development, focusing on training delivery and effective learning techniques and assessment protocols. This included leading professional development and training of all 15 staff under my supervision. I also planned and implemented the delivery of online learning packages, including the implementation of information technology training tools and protocols in 2018.Based on targets established at the commencement of my tenure, I improved the acceptable success rate (at least a 60% grade) of students by 30-40%; achieved through improved instructor training techniques and better aligned assessment validation.

Greater Brisbane Area

Land Warfare Centre is tasked with training full-time Army officers and soldiers, providing theoretical and practical training in small group leadership, military strategy and tactics, responsible decision making, ethics and management principles. The six week courses assess the intellectual capability of officers and capacity to lead and think. Recognised as a Registered Training Organisation within the Australian Qualifications Framework (AQF), the qualification awarded to students is a Diploma level certificate – providing a nationally recognised qualification from the ADF in management and leadership. In consultation with Professor John Hattie, Dean of Education (Melbourne University), I researched and engaged with the Visible Learning Program team to implement a highly developed and proven learning program for instructors and teachers. I was responsible for leading the revision and development of the Command, Leadership, Management and Training package. Key achievements: • Through the results achieved by implementing the Visible Learning program, improved instruction of students, resulting in an improved pass mark of ‘C’ from a ‘D’ in 60% of officers from each course. This program has been adopted across Army. • Successful integration of a new training simulation package to demonstrate the workability of employment of personnel and specialist capabilities.

Kabul, Afghanistan

International Security Assistance Force (ISAF) was as a North Atlantic Treaty Organisation-led military mission in Afghanistan, established by the United Nations Security Council in December 2001. Its main purpose was to train the Afghan National Security Forces and assist Afghanistan in rebuilding key government institutions and was also engaged in the War in Afghanistan against the Taliban insurgency.My main responsibility was contributing to planning for security of local nationals and NATO forces across all regions of Afghanistan.Key responsibilities:• Planning for security operations out to six months, including security of locals and international forces in a high risk environment, construction of civilian infrastructure, training of Afghanistan security personnel and delivery education programs. • Strategic planning of high risk operations to ensure safety of personnel and equipment and delivering the require outcomes.• Appointed the senior liaison officer to the Turkish Security Force based in Central Kabul, assist the Turkish Military Command with improving security operations in their area of responsibility (Kabul), including improved planning and project management of security projects with multinational force and local communities.Key achievements:• Successful delivery of strategic projects throughout Afghanistan in excess of $120M. The contribution to the planning and development of eight, multi-national security operations. • Built strong collaborative and highly trusted relationship with the leadership of the Turkish Armed Forces. This was noted by Senior Command to have anecdotally decreased the number of security incidents through improved training, surveillance and reporting procedures by the Turkish Forces. This was also acknowledged by my US Commander.

Key responsibilities: • I managed all resources, including salaries, and operating expenditure - $3.5M - required for the training for approx. 500 personnel. • I was required to produce personnel and administrative guidance to ensure compliance with governance requirements. I lead and managed a team of 25 personnel who worked in health, pay administration, logistics and the Australian Public Service. • I conducted the continued analysis of current and future training and personnel support requirements as well as planned, operated and reported on the training program and activity schedule including mission analysis of guidance from higher headquarters. Key achievement: • Successfully delivered training projects on behalf of Army. Projects were completed on time and on budget, worth approx. $2.5M.

Suva, Central, Fiji

The Assistant Defence Adviser is a key military representative and resource for the Department of Foreign Affairs staff on post, responsible for monitoring not only Defence and security matters, but also diplomatic affairs in these South Pacific countries. Key responsibilities: • Provided military advice and support to the High Commissioner. Under the guidance of the High Commissioner, I was required to monitor and report on matters falling within the responsibility of the Minster of Defence and the Chief of Defence Force. • Performed representational and commemorative activities. • Maintain liaison with personnel in the Pacific Nations, Defence Department, Armed Forces, and other agencies. I was involved with representational and international relationship building activities, including military, police and humanitarian levels. • I supported Australian High Commission led responses to crisis events and represented the Australian High Commission at Fiji National Disaster Response coordination and planning conferences. Key achievements: • Formed a network of Australian diplomatic staff to organise a charity event in Suva – attended by Diplomats from all represented countries – raising $45,000 for the purchase of infant respiratory monitors for a Fijian regional hospital. This attracted significant media attention and contributed to better relationships with Lautoka. • Through well considered and planned diplomacy, I engaged closely with key community leaders which resulted in acquiring important information. This informed reporting provided by the Head of Mission to DFAT. • Represented the Australian Defence Force in Tuvalu at least three times per year, developing greater relations and dialogue with the Police Minister and his staff. This included a construction project closure and subsequent formal opening of the upgraded Pacific Patrol Boat Program maintenance facilities in Funafuti, attended by Tuvalu politicians, Senior Police and business leaders.
