Project at Health Care Services Corporation (HCSC) - the fourth largest healthcare insurer in the US, managing Blue Cross Blue Shield for TX, IL, OK, MT, NM. Lead the solution assessment and data science of HCSC’s financial systems concentrated on Affordable Care Act (ACA) compliance. As part of this assessment solutions were presented to improve financial reporting, compliance (with focus on ACA compliance), and financial risk management processes and technologies.

Chief architect and mentor in the creation of an SOA and ESB for the Office of Financial Management in the State of Washington using BiztalkDeveloped a strategic integration plan for OFM to use an ESB pattern to dramatically improve organizational flexibility and significantly reduce cost within the agency.Architect for the Washington Health Authority ESB, using HIPPA X12N and HL7 standards. This was a series of exchanges to make the authority HIPPA compliant as well as leverage existing legacy systems.Created technical and strategic marketing plans giving Sierra a strong foundation to drive their systems integration business.

The scope of our project was to implement SOA in our enterprise application landscape. Converted from a mindset of point-to-point integration scenarios to scalable and robust messaging utilizing a variety of different types of adapters and end-points. Business Process Mapping (BPM) was a key component of our middleware implementation. We were challenged with integrating custom developed in-house solutions, third party COTS systems, SaaS services and numerous B2B providers including banks and payroll organizations.Utilized many technologies, including .NET architecture, SharePoint, BizTalk, C#, Websphere MQ, MSSQL, Enterprise Library 4.0, WCF, WF, UDDI, ESB Guidance, Netweaver XI/PI, Informix, Informix4GL, LINUX, AIX, BEPL, BPMN, Java, J2EE, SOA, SSIS

 Created the technology for advanced inventory exchange project that allowed Misys to outsource warrantee / non-warrantee replacement service for entire customer base and produce significant annual cost savings. Authored and taught two enterprise architect courses: “EA: What is it and why is it needed?” and “Practicing EA.” Continue to perform application architect duties with Misys projects to streamline accounting and distribution systems and began the process of evangelizing SOA at Misys.  Integrated legacy ERP system at Misys to improve many aspects of data delivery, including accuracy of tax / financial recording and simplified auditing. Implemented system that traced field inventories and improved oversight of Field Engineers and communications between inventory accounting and Engineers. Helped evangelize SOA environment which created composite applications through web services for Oakwood Technologies; improved adaptability to change and created a more agile development environment for the company. Technologies used, SharePoint, AIX, Informix, MSSQL Server, C, C++, Linux, .NET, C#, VB, SharePoint, SOA, WCF, BizTalk, Java, SSIS

 Played major role as project leader for Misys Healthcare Systems, which was experiencing ERP system disrepair due to uncontrolled Company growth.  Pinpointed severe technical problems in Misys financials within three weeks; exceeded expectations and significantly improved trust in financial systems. Successfully monitored and maintained technical stability of Misys financial systems to significantly improve systems uptime; i.e., 242 days without a restart. Implemented a distribution system enhancement that decreased missed shipments for 30% to under 3%, which dramatically improved customer satisfaction levels.

 Founded company; evaluated / prioritized daily projects and schedules, and collaborated with consultants to locate necessary resources. Key projects included:  FINMAN: Directed pilot of treasury project that grew to include the entire eastern Caribbean economic union (OECS) and its central bank; conducted initial feasibility study, created architectural specifications, authored initial design document, and automated treasury departments. Ultimately, provided governments with moneyless voucher system, more accountability to their people, and less corruption throughout the treasuries.  Website International: architected and managed full lifecycle of a new tracking system concept for use by hotels across the U.S. and Canada; on-time / budget project allowed for added monthly revenue of $3K per booth for trial hotels. Virtuality PLC: Contracted by the world’s leading virtual reality developer to lead $100K project to refine movement of virtual reality pod guns using proprietary hardware; added vending capabilities to virtual reality pods and enabled external computers to control the pods. Technologies used were too many to list including, RS232, Windows Sockets, Public Key Encryption, SCO UNIX, AIX, Informix, Informix 4GL, Rational Rose, Delphi

 Led study on the state of Company’s IT system; traveled to mines worldwide to communicate with / gather feedback from all levels of organization. Conducted exhaustive comparative requirements analysis of existent vs. distributed system.  Designed detailed distribution methodology and re-engineered processes where necessary to save a projected $10M.  Isolated code prone to communication interference from underground operations and provided resolution; reduced shaft to subsequently improve robustness of IBM hardware. Maintained and enhanced a 2TB worldwide time-entry database that took in 250,000 entries a week and stored all Company geographic information.

 Worked one of the pioneers of elliptic curve cryptography, Gord Agnew of the Computer Communications and Networks Group. Mr. Agnew had designed a protocol using Galios Field exponentiation to create the public key from the private key.  Assisted in the design of the hardware to implement this protocol Built a prototype board using a 53-bit field Subsequently designing and implementing a cryto-talk program (similar to the UNIX talk function) in UNIX/C to take advantage of this board.  The VLSI group then fabricated a chip for the design, which used 512-bit encryption. Galios Field exponentiation was eventually replaced with the elliptic curve technology and the group is now a public company (Certicom). This is basis of this technology is used today in Smart Cards and many other areas requiring strong encryption technology.

 Selected to implement new features of the Advanced Mapping System (AMS).  Determined and solved graphics problems in AMS Wrote drivers using UNIX/C/C++/ORACLE for many graphic devices Developed techniques for efficient problem solving in large software systems.  Performed software development on FORTRAN/HP1000F/HP A900/UNIX for RAMS a cartographic system.  Conducted research at the NRC on parallel lines in cartographic systems determined and fixed bugs in the systems software implemented a multitude of graphics I/O device drivers written in FORTRAN, C, C++
