About Paul King
Mr. King is an international development professional with two decades of technical, academic and managerial experience. He brings a broad and deep understanding of the field of democracy and governance and his principal focus has been on the public policy process. Mr. King has considerable experience working with legislative bodies at both the national and sub-national level; working with the executive branches of government; and working with civil society organizations. Mr. King recently concluded his position as Chief of Party with USAID Sri Lanka's SDGAP program - the mission's largest democratic strengthening activity. Previously he served as DAI's Chief of Party to USAID's legislative strengthening activity in Afghanistan and the Uganda's Monitoring, Evaluation, and Learning Program - the inaugural CLA (collaborating, learning, and adaptation) initiative, implemented by the QED Group LLC. Chief Of Party, Afghanistan Legislative Bodies Assistance Project
• Led five-year, $25M USAID funded effort to continue USG efforts to support the legislative process in Afghnaistan. o Staff of 24 local technical experts and administrative/support staff of 20, as well as a cadre of local and international short term technical assistance. • Provided technical input into drafting more than 95 public policies, regulations, or reforms that were either introduced, revised, or implemented with USG assistance. o Electric Power Law, Telecommunication Duties Law, Transit Duties Law, Law on Regulating Salary of Government Officials, Elimination of Violence Against Women (EVAW) Law, 1396 National Budget, Whistle Blowers Protection Law and the Anti-Harassment Law (members’ bill). • Led public financial management (PFM) team in enhancing the Afghan Parliament’s capacity to review and analyze proposed national budget for each FY, the Quarterly Performance Reports (QPRs), the Midyear Review of the national budget (MYR), and the Audited Year End Financial Statement (Qatia). o Collaborated with leadership and the committee level to engage constructively with the Ministry of Finance to ensure timely passage of the national budget. • Oversaw coordination with Civil Society-Parliament Joint Working Group to engage the CSOs in the budget and legislative processes of the Parliament. o ALBA held two joint conferences of CSOs and MPs on Qatia to promote the checks and balances system, and to keep CSOs, citizens, and MPs informed of the trends in budget expenditure. • Conceptualized development of the Afghanistan Parliamentary Institute (API) and the implementation of a wide range of training programs aimed at the needs of both Houses. o Ambitious Parliamentary Fellowship program that enabled young Afghan graduates the opportunity work in the NA, MOPA, and the ALBA project.

Chief Of Party, The Learning Contract (Cla)
• Led five year, $19M USAID/Uganda Monitoring, Evaluation & Learning Program (The Learning Contract); supported the Mission’s Program and Policy Development office. USAID/Uganda was the first USAID Mission-level platform devoted to Collaboration, Learning and Adapting (CLA). • Led a technical team 10 that was augments by an administrative/support team of six and diverse international and local STTA to support evaluations and related activity inputs. o The Learning Contract created an environment where high-quality evidence is valued, and lessons are generated and collaboratively shared with stakeholders to inform decision-making, ensure optimal resource allocation, and promote adaptive program management. • Led development stages for Child Forum (October 2015), and establishing a support mechanism for the mission to revise its Country Development Cooperation Strategy (CDCS). o The Forum brought together 700+ participants focused on child well-being: health & nutrition, education, social protection, and child participation in decision-making, with special attention paid to young girls. o Project established and staffed a secretariat as the organizational center, and created a set of discussions that guided the new CDCS based on a systems-thinking approach that incorporates human-centered design (HCD) and outlines a youth-integrated development strategy.

The assessment also made short term and long term recommendations to inform the follow-on project.
