• Led $16M, four-year USAID funded to improve transparency, accountability, and effectiveness of national, provincial, and local governance structures with $1.5M allocated to a ‘grants under contract’ mechanism divided between 15 awards to 12 CSOs. • Directed staff of 25 technical experts and a total staff of 40 and worked with 14 government counterparts; managed four subcontractors; and operated in 25 Sri Lankan districts. • Ensured that assistance provided under the contract, whether by international or local experts/personnel, was technically sound and responsive to unique needs. • Prepared and presented proposed project implementation plans and all reports while providing management support and technical oversight for project activities. o To include collaborating with donor clients, implementing partners, stakeholder, and representing the project and DAI with senior USG staff and other government officials. • Delivered high-quality outputs in accordance with the agreed work plan and timeframe and managed financial and administrative resources. o Project supported ‘supply’ side (government actions/performance) with targeted assistance to support the ‘demand’ side (citizen awareness/need) of accountability. o Provided technical assistance in areas such as drafting legislation (notably the ‘Composite Act’ that brought together and updated prior legislation to address corruption as well as the Muslim Marriages Act); Sustainable Development Goals; and support to parliamentary oversight of the national budget vis-à-vis legislation to establish an independent budget office that would assist MPs in review and passage of the annual national budget.

• Served as technical advisor for the National Businesswomen’s Summit held in April 2018 which brought together 150+ women-owned or managed Afghan businesses, government officials, interest groups, and industry leaders from throughout the country to examine challenges facing businesswomen. o Summit encouraged participants to share issues, and work together to create practical and constructive plans that will help them grow (i.e., operational, marketing, and management level issues as well as business environment issues that affect business performance). • Worked with WIE’s Private Sector Development team to prioritize actionable items and create a practical and focused blueprint in which priorities are realistic and achievable. o Action items assigned to private sector, government, and other

• Led five-year, $25M USAID funded effort to continue USG efforts to support the legislative process in Afghnaistan. o Staff of 24 local technical experts and administrative/support staff of 20, as well as a cadre of local and international short term technical assistance. • Provided technical input into drafting more than 95 public policies, regulations, or reforms that were either introduced, revised, or implemented with USG assistance. o Electric Power Law, Telecommunication Duties Law, Transit Duties Law, Law on Regulating Salary of Government Officials, Elimination of Violence Against Women (EVAW) Law, 1396 National Budget, Whistle Blowers Protection Law and the Anti-Harassment Law (members’ bill). • Led public financial management (PFM) team in enhancing the Afghan Parliament’s capacity to review and analyze proposed national budget for each FY, the Quarterly Performance Reports (QPRs), the Midyear Review of the national budget (MYR), and the Audited Year End Financial Statement (Qatia). o Collaborated with leadership and the committee level to engage constructively with the Ministry of Finance to ensure timely passage of the national budget. • Oversaw coordination with Civil Society-Parliament Joint Working Group to engage the CSOs in the budget and legislative processes of the Parliament. o ALBA held two joint conferences of CSOs and MPs on Qatia to promote the checks and balances system, and to keep CSOs, citizens, and MPs informed of the trends in budget expenditure. • Conceptualized development of the Afghanistan Parliamentary Institute (API) and the implementation of a wide range of training programs aimed at the needs of both Houses. o Ambitious Parliamentary Fellowship program that enabled young Afghan graduates the opportunity work in the NA, MOPA, and the ALBA project.

• Led five year, $19M USAID/Uganda Monitoring, Evaluation & Learning Program (The Learning Contract); supported the Mission’s Program and Policy Development office. USAID/Uganda was the first USAID Mission-level platform devoted to Collaboration, Learning and Adapting (CLA). • Led a technical team 10 that was augments by an administrative/support team of six and diverse international and local STTA to support evaluations and related activity inputs. o The Learning Contract created an environment where high-quality evidence is valued, and lessons are generated and collaboratively shared with stakeholders to inform decision-making, ensure optimal resource allocation, and promote adaptive program management. • Led development stages for Child Forum (October 2015), and establishing a support mechanism for the mission to revise its Country Development Cooperation Strategy (CDCS). o The Forum brought together 700+ participants focused on child well-being: health & nutrition, education, social protection, and child participation in decision-making, with special attention paid to young girls. o Project established and staffed a secretariat as the organizational center, and created a set of discussions that guided the new CDCS based on a systems-thinking approach that incorporates human-centered design (HCD) and outlines a youth-integrated development strategy.

• Led overall operations, logistics, security, and management of human resources for five-year, $42M SUPPORT II Project housed with USAID/Afghanistan’s Office of Program and Project Development to improve the mission’s program information and reporting mechanisms. • Managed STTA and LTTA on evaluations and program designs for USAID/Afghanistan’s technical offices. • Co-developed training curriculum for OPPD's staff on survey design and methodology. • Responsible for local contracting and subcontracting to assist third-party monitoring, evaluations, assessments, and program designs.

• As Chief of Party, served as primary management and technical authority for the five-year, $42M SUPPORT Project. • Implemented and oversaw evaluations across all the mission’s technical offices as well as assessments, designs, and DQAs. • Established a team that led Third-Party monitoring activities which required working collaboratively with other USAID funded projects and technical offices. A variety of tools such as GIS surveys were used to verify not only other activities but also the monitoring findings. • Also worked to ensure TPM were able to operate in areas difficult to access and often insecure.

Seconded from my position as the SUPPORT COP, I served with a USAID team comprised of the LS IQC manager from Washington DC and the USAID/Afghanistan COTR undertaking an assessment of APAP. I participated in developing the implementation methodology; interviewing key stakeholders; and preparing the final report. The assessment looked at the program’s financial management, operational performance, and program staff performance. The assessment also made short term and long term recommendations to inform the follow-on project.

• Led the design and implementation of the evaluation on the performance of the UNDP Zimbabwe Parliamentary Support Assistance. • Designed and oversaw the development of a sampling plan, survey instruments, enumerator training guides, and other evaluation materials. • Led quantitative and qualitative analysis of data and produced evaluation report and other deliverables, integrating, and interpreting qualitative and quantitative findings.

• Implemented $15.8M, three-year USAID legislative strengthening initiative which provided technical assistance to members and secretariat staff of the newly established Afghan Parliament. • Provided the strategic vision, leadership, and management oversight for the project and a staff of four senior technical specialists, 12 local program officers, 15 support and administration, and diverse consultants. o Successfully positioned the project to receive a two-year ‘at cost’ $7.8M extension and developed the project’s annual work plan and M&E plan.

• Led $2M anti-corruption initiative, which promoted stakeholder participation in macroeconomic policy, focusing on budget process and poverty reduction strategies, including natural resource management, gender, agriculture, micro/small enterprise, and the environment.
