DFI is a global business advisory firm that helps private sector clients accelerate growth in emerging markets worldwide. Paul built upon his experience and expertise in health and development to further strengthen DFI’s already strong standing as a bridge between business and development, helping pharmaceutical and medical device clients and health-related NGOs to navigate and succeed in an increasingly dynamic and complex global health market, and to address evolving global health needs.

USAID, Bureau for Europe and Eurasia (E&E) Provides technical and analytical support to the U.S. Agency for International Development in Washington and 17 overseas missions, covering a broad range of USAID-funded health sector activities in Europe and Eurasia. Leads staff and advises senior leadership to maximize program effectiveness and to support broader USG goals in E&E. Leads team supporting programs in: health system strengthening, HIV/AIDS, tuberculosis, family planning/reproductive health, maternal and child health, and noncommunicable disease and injuries. Highlights:** Guided a high-performing team that achieved development milestones;** Advised on and participated in high profile programs; ** Promoted and guided USAID’s strategy and approach to health programming in E&E; the approach in Europe & Eurasia emphasizes local capacity development, health systems strengthening, and integrated primary health care, rather than disease-specific service delivery;** Designed and/or modified innovative health programs and strategies;** Pioneered Noncommunicable Disease and Injuries (NCDI) for USAID.

CONSULTANT, INTERNATIONAL ECONOMIC DEVELOPMENT: Provided a wide variety of planning, design, analysis, management, and evaluation services to the World Bank, USAID, other donor organizations and private companies. Work covered an array of technical areas: health; democracy and governance; transportation; agriculture; small and micro enterprises; education and training; population resettlement; water and sanitation; women in development; institutional strengthening; power and energy; urban development; fisheries, environment and natural resources; and Mission management. Helped U.S. corporations develop/implement corporate responsibility/social investment programs overseas. Managed all technical, operational and financial aspects of the small business. INTERSECT's services included: a) Advice to corporations and foundations on international giving programs including brainstorming and "Getting-Started" workshops; b) Corporate-Community Inventories; c) Planning and implementation of comprehensive corporate community-outreach programs which build and maintain a favorable business climate and minimize the risk of working in the developing world; d) Planning, design, analysis and implementation of specific projects and Targeted Development Activities; and e) Review and assessment of previous activities and application of lessons learned.• Designed mechanism and argument to promote incorporation of family planning services into the health care programs supported by private sector firms in Madagascar.• Conceptualized and analyzed alternative approaches for long-term community outreach program in Europe and Asia.• Evaluated and redesigned program providing pro-bono services from American corporations to address industrial and urban pollution problems in Central and Eastern Europe.• Initiated a long-term program to facilitate corporate/community collaboration and corporate involvement in reconciliation and reconstruction of a post-apartheid South Africa.• Advised large multinational on opportunities, potential pitfalls and alternatives for "significant untied philanthropic contribution."• Prepared a plan of action to identify and evaluate candidates for 1991 corporate contributions program in Europe.

• FINANCIAL ANALYST/DEVELOPMENT OFFICER, Washington: Analyzed financial, economic, technical, political and social feasibility of overseas investments in the Near East and North Africa region. Worked with local, regional and national institutions to develop road, water and sewerage, housing, health, education and job generation projects. • SHELTER/LOAN OFFICER, Washington and Abidjan, Ivory Coast: Helped national and local officials to identify, design, implement, monitor and evaluate low-income shelter projects in 11 African countries. Typical project involved provision of land title, improvements to water and sanitation systems, roads or walkways, savings and credit schemes, small enterprise development, support to community based-organizations and social services.
