I also advised senior Defense officials on a wide variety of legal questions, including detainee and Office of Military Commissions matters, and supervised the Office of Legislative Counsel and the Defense Office of Hearings and Appeals.

As the Acting General Counsel of the Department of the Navy from January through October 2006, I was the Chief Legal Officer of the Department of the Navy and reported directly to the Secretary of the Navy. I led over 600 attorneys in approximately 140 offices worldwide on issues impacting the Navy and Marine Corps, including business and commercial law, fiscal law, personnel and labor law, intellectual property law, environmental law, ethics, intelligence operations and law enforcement, and associated litigation.
