Paul Royer is a PMI-certified Project Management Professional with specialties in risk management and quality assurance. He has successfully led quality assurance/risk assessment engagements for public and corporate entities in Washington, Oregon, California, Missouri and Canada. In January 2020, Paul completed an 18 month External QA engagement for the WA Health Care Authority on their SEBB IT Integration Project supporting health care insurance for K-12 school teachers, administrators and support staff. The project completed successfully. Currently, Mr. Royer is semi-retired and actively seeking part-time (40 - 80 hours per month) QA engagements.From July 2011 through June 2018, Paul was PM Administrator for the Enterprise PMO at the Washington Health Benefit Exchange (WAHBE) Healthplanfinder (HPF) project responsible to ensure System Integrator contractual amendment change requests and deliverables are properly processed, approved and reported to Federal and State agencies as required.Prior to this, he was the CIBER Client Delivery Manager for the State and Local Government Practice, Western Regions. In this role, Mr. Royer provided project oversight, direct project management and quality assurance services to CIBER’s public-sector clients. In addition for the last twenty years, Paul has concentrated on the methodological aspects of project management, publishing several papers with the PMI. In October 2001, Management Concepts, Inc published his book, Project Risk Management: A Proactive Approach which was subsequently translated into Japanese and Chinese. In 2015, Paul published his second book on project Risk Management: Project Health Assessment, CRC Press – Taylor & Francis Group.
