Paul is a non-executive on the NI Advisory Committee for OFCOM and a Visiting Professor at Ulster University Business School.Previously, Paul was the CEO of Enterprise Shared Services (ESS) in the Northern Ireland Civil Service. As a Deputy Secretary and director on the Board of the Department of Finance, he created ESS and transformed the delivery of shared services in the NI Public Sector. This provided HR, Finance, Pensions, Property Management services to all government departments and many other public bodies. Paul led a team of around 1000 staff with an annual budget of around £150m. Heading up the office of Government CIO, Paul had responsibility for Cyber, ICT and Digital Transformation. These key strategic programmes were driven from the engine room of shared services.Previously Paul was Managing Director for Steria in Ireland where he achieved triple-digit growth in all areas of the business. He was responsible for autonomous business and the P&L in Ireland and reported directly into the UK Operations Board. He led the integration of the team and projects acquired from Xansa in Ireland.He has also worked in many countries around the world, where he has been responsible for creating innovative business strategies, and delivering IT consultancy and services to a number of major global organizations.

Retired Chief Executive - Enterprise Shared Services - Northern Ireland Civil ServiceNorthern Ireland Civil Service Aug 2009 - Jul 2022Belfast, United KingdomPaul joined the Northern Ireland Civil Service to create and lead a multi-functional shared services organisation. Quickly developing a strategy, Enterprise Shared Services (ESS) was created within the Department of Finance. The initial services included IT, Financial, HR and Payroll. Property Management, Pensions and other sundry services were created and integrated. As ESS matured it became the engine room to drive transformation, value and standardisation leading to significant efficiencies. Digitally transforming dozens of public services used daily by citizens led to a culture of “digital first” supported by a “digital inclusion" approach for those not yet ready, able or willing to embrace the new approach. Restructuring of government departments was enabled. The era of hybrid working was rapidly delivered and supported during the Covid crisis.Driven by a vision to be customer-focused, high-performing and innovative, ESS led to reshaping the way government worked both internally and externally. Delivering shared services to over 27,000 employees in more than 80 public sector organisations led to savings of in excess of £250m. Both supply and demand side governance were established. IT, Digital and Cyber strategies were developed and executed. With a wide-reaching set of programmes and projects constantly running, oversight and scrutiny was provided by Digital Transformation, Strategy and Steering boards, a Cyber Leadership board, as well as obligatory Audit and Risk and Select Committees. -
