Former Senior Legal Counsel at the Office of the High Commissioner for Human Rights and former Legal Counselor to the Chilean Ministry of Defence, focussing on the military justice reform and transparency and access to information in national security matters. Authored the books "Secretos de Estado" (State Secrets) and "Poder Privado y Derechos" (Private Power and Rights). Coauthored the first "Diccionario Constitucional Chileno" (Chilean Constitutional Law Dictionary).
