Designed and launched the Enterprise Change Management program across the North Dakota Executive branch.2. Embedded change management practices in project management practices in collaboration with PMO, for all Large Project Initiatives (Budget > 500,000).3. Human Resources transformation initiative in collaboration with the Chief People Officer and the Director of Leadership and Learning for the State.4. Launched the Statewide Communication Network, bringing together Public Information Officers across the state of North Dakota, to work as one, serve as strategic partners, amplifiers, and change agents to perform crisis communications, enhance the State of North Dakota branding and drive national collaboration.5. First ever Statewide Intranet platform - one-stop-shop for all state government team members to access resources and improve employee experience.6. Enabled teleworking for over 7000 state team member as part of the Core Emergency IT team.Spearheaded the Continuity of Government (COG) - Government Improvement initiative to create a multi-stage approach to rebuild North Dakota’s economy. Managed the entire portfolio that included partnerships with Prosci and Ernst & Young, while providing oversight to all teams, operations, deliverables, budget, and fiscal accountability.

The North Dakota Information Technology Department (NDIT) is committed to understanding and assessing the IT needs for all ND state agencies and discovering the best solution(s) to move the State forward to empower people, improve lives and inspire success. NDIT oversaw the design, development and implementation of the SPACES system - North Dakota's eligibility system for economic assistance benefits for Department of Human Services (DHS), ND. Managed the Deloitte vendor team responsible for developing the Enterprise Data Warehouse (EDW) and Cognos reporting infrastructure. Led the state report development and quality assurance teams to ensure compliance with federal reporting standards. Facilitated and managed communications with agency, program and project leadership. Performed business analytics, business analysis, project management, change management and process improvement responsibilities.

1. Managed the state business analysis group and provided vendor management services for NDIT and DHS for the replacement of Medicaid, Children’s Health Insurance Program (CHIP) and EAP Eligibility systems with SPACES. The initiative led to the upgrade of a monolithic architecture with limited interoperability between all Economic Assistance programs, to being able to support the Affordable Care Act (ACA) provisions related to Medicaid eligibility. The project design, development and implementation (DDI) was a joint effort with Deloitte under the supervision of DHS and North Dakota Information Technology Department (NDIT). 2. Established the Business Analysis - Software Development Life Cycle (SDLC) Governance effort and initiated the transition to the Agile Framework to enhance and standardize processes utilized for software development ventures and meet client needs. 3. DHS Children and Family Services: Lead efforts to standardize processes utilizing SDLC methodology and provide ongoing business analysis assistance to Foster Care, In-Home, Child Protection Services and Child Care Licensing programs to meet changing Federal (E.g. NCANDS, NYTD, AFCARS, P.L.113) and State regulations from a policy and data standpoint. Facilitate system enhancements to FRAME and CCWIPS.4.Development Disabilities: Provide business analysis assistance and train individuals to follow standardized processes for software enhancements and development.

Project aimed at enhancing software for auto-adjudication of claims process to improve the efficiency in accordance with the HIPAA 5010. Also worked on Enrollment, Eligibility, Provider Network, DB/ETL and Web applications with regards to ICD 9 to ICD-10 conversion and Facets version upgrade.1. Performed project management tasks to ensure progress of activities and produced timely, accurate reports to enhance decision making and engagement with stakeholders. 2. Facilitated meetings, conducted presentations, and participated in walkthrough with the development, quality assurance and change management teams.
