Provided management for Network builds, upgrades, maintenance, and planning for Western PA Region.- Provided management oversight for all network activities in the Western and Central PA Market.- Managed a team of 8 (OSP Engineers, ISP Technicians, Permit Coordinator)- Developed effective interdepartmental planning, coordination, and assigned responsibilities resulting in an efficient and effective operation providing customer installations and network maintenance while successfully implementing a network wide DWDM conversion, which had to occur during nightly maintenance windows. - Work fluidly within a regional and national team of OSP and ISP engineers, Permit Coordinators, Service Delivery Specialists to successfully provide required customer deliverables.- Provided management oversight for all project budgets, production, OSP design, ISP and OSP materials and equipment, construction, and permitting for an average of 162 active projects.

Managing the planning, engineering, installation, and cutover of 864 fiber throughout the Washington, DC FiberLight backbone network (approx. 470 miles) at an estimated cost of $25.5 million.- Project Lead, responsible for the development and implementation of a comprehensive Project Management Plan and Project Schedule for WDC network overbuild with the installation and full service cutover of 864 fiber cable with anticipated completion in early 2016.- Negotiated terms for contractor labor and support for start-up and 1st year of network overbuild. - Providing management oversight as Project Lead for all phases of the network overbuild to include: - Initial Active Circuit Audits to verify and validate current fiber utilization network wide. - All construction activities (i.e.; proofing, conduit repair/installation, cable placement, etc.). - Splicing/Testing including network cutover by Ring and Customer.- Effectively manage schedule changes by re-allocating appropriate work force and funding while maintaining consistent and positive communication with program team and corporate management.- Managing the planning and engineering of: required relocations, customer laterals, and network expansions, while maintaining network continuity.- Determining estimated project/program budgets to include cost of outside construction permit fees, utility make-ready work, etc.- Responsible for development and management of the estimated project budgets to include costs of outside construction, facility buildouts, permit and franchise fees, and purchase / lease of rights-of-way.- Participate in regional business case discussions to effectively develop strategic program plans to support network expansions for future revenue sources.

Responsible for developing logical and economical OSP engineering and design solutions in support of all greenfield and expanding national opportunities.- Coordinated with internal OSP management teams, 3rd Party firms, Engineering and Construction vendors, and respective jurisdictions in the planning and engineering of city, state, and regional network infrastructure and expansions, while maintaining network continuity to national facilities.- Responsible for negotiating National 3rd Party lease agreements (i.e.; dark fiber, conduit, etc.) in order to support and maintain continued access for regional and national network solutions and expansion. - Participated in local, regional, and national business case discussions, effectively developing strategic program plans to support greenfield builds and network expansions for potential revenue sources.- Designed logical and cost effective greenfield, city expansion, and FTT solutions in support new and existing customer account proposals.- Responsible for negotiating local and national long-term contracts with OSP Design and Construction firms in order to maintain high quality and Value Added networks and service.- Participated in pre-, and post-award activity to ensure: - Agreements required for completion are current with relative jurisdictions. - Engineering and construction contracts are in place. - All permits have been submitted and/or received through their respective entities (i.e.; Utility, Gov’t, etc.) - Schedules have been reviewed and approved in accordance with the contract.- Operate proficiently in Salesforce to maintain and communicate project status.

Responsible for providing program guidance and support for the implementation of ISO 9001:2008 Quality Management System (QMS) and Safety Management System (SMS) throughout the entire FAA - Regions and Center Operations (ARC), and its organizations.- Co-managed ISO 9001:2008 Implementation efforts for successful certification of ARC HQ, and ALO-1, with continued efforts nationally, to include Logistics Service Areas, Executive Operations and Special Projects. - Conducted GAP Analysis or each organization to verify and validate key responsibilities, associated Business Plan targets, Key Business Processes, and the verification of standard operating procedures with supporting reference documentation for ARC HQ Divisions/ Branches. - Developed, and drafted the ARC Quality Manual and Internal Audit Process for ARC HQ including all Divisions/Branches.- Through effective workload management, successfully provided management oversight in support of the ISO Program Manager for the successful completion of FY 2010 ARC Business Plan Targets on schedule- Provided subject expert guidance to each ARC Division/Branch during the development and implementation of Corrective Action Reports (CARs) including: immediate containment of nonconformity, identification of root cause, implementation of corrective action, effectiveness of action, and closeout.
