*Coordination of all in-country logistic activities for delivery of PEPFAR and PMI funded health commodities to National HIV and Malaria programs *Inform and collaborate on regular reviews of national supply plans for health programs*Provide external stakeholders and Ministry of Health Programs (MoH) with guidance on organizational and donor procurement process and requirements*On the ground relation to MoH, National Medical Stores, and Customs*Procurement system order entry and data review (ARTMIS, COGNOS) *Oversee and support handover of activities to National Party, including supporting their achievement of milestone objectives and procurement systems training

Cradle-to-Grave Commodity Procurement Management to support developing countries’ HIV programs, including: Purchasing:*US $25MM purchases of general laboratory supplies and commodities *US $25MM purchases of service and equipment, including vehicles, prefabricated warehouses and clinics, and service contracts*US $8MM purchases of surgical kits for voluntary medical male circumcision (VMMC) proceduresBidding & Sourcing:*Source identification (international & local)*Preparation and issue of tender documents*Technical and financial evaluation of offers, chair evaluation committee when applicableVendor Relations / Contracts Management:*Contract negotiation prior to contract award (price, terms & conditions)*Resolve conflicts and performance issues, conduct performance evaluations*Manage Indefinite Quantity Contracts (IQC) to ensure compliance and manage purchase thresholdsShipping & Delivery:*Work with freight forwarders to ensure timely collection and delivery of orders*Coordination with end-users and stake holders of after sales support, including installation, user training, warranty claims, scheduling regular maintenance visits;Organizational Process Improvement, Trainer & Mentor:*Review and update project Standard Operating Procedures (SOP) as required*Provide guidance and support directly to new staff, and remotely to counterparts in 16 project field offices *Provide in-person training to new procurement hires on: Procurement cycle & processes, Use of ERP and Procurement Systems, USG and USAID requirements (AIDAR, FAR)*Conduct regularly scheduled procurement audits at project field offices
